Duties

Help

Duties include, but are not limited to:

  • Provide oversight and coordination of the Veterans Health Administration (VHA) Equipment and Clinical Products Program for the Nursing Service of the Orlando VA Healthcare System to include those areas in which Nursing Service has responsibility.
  • Serve as the Equipment Coordinator and Contracting Officer's Representative (COR) for all requested, pending and pre and post award procurements and service contracts.
  • Monitor program effectiveness, developing and recommending changes when necessary to maximize use of available personnel, material, and resources.
  • Work extensively with Logistics, Sterile Processing, Engineering and Contracting Services, as well as subject matter experts within the nursing service and across the organization to research future procurements through vendor market research.
  • Perform routine life cycle and cost analysis of the Equipment & Inventory Listings (EILs) for the Service and utilizes the Automated Engineering Management System/Medical Equipment Reporting System (AMES/MERS) in VistA as needed.
  • Prioritize requests for the Service based on guidance from the Administrative Officer and provides justification for the request priority based on the needs of the service and/or requestor.
  • Responsible for compliance with Federal Acquisition Regulations (FAR) and determines the acquisition strategy.
  • Serve as the Control Point Official (CPO) for Nursing Service Fund Control Points (FCP) and rejects or approves requests that are entered by the fund control point requestor or clerk.

Work Schedule: 7:30am-4:00pm Monday-Friday

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/27/2025.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

  • Specialized Experience GS-11: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Understanding of various types of contracts, techniques or requirements (for example, Federal Acquisitions Regulations) for contracting or procurement, and contract negotiation and administration. Understanding of principles and methods for developing an integrated acquisition management plan that describes the business, technical, and support strategies, including the relationship between the acquisition phases, work efforts, and key program events. Understands the organization's financial processes. Prepares, justifies, and administers the program budget. Oversees procurement and contracting to achieve desired results. Monitors expenditures and uses cost-benefit thinking to set priorities. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related (Transcripts required). OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and graduate-level education beyond a master's degree (Transcripts required).
Preferred Experience:
  • Previous experience in the equipment procurement and acquisition process to include market and vendor research
  • Contracting Officer's Representative (COR) training or experience preferred
  • Knowledge regarding contract management in pending, pre/post award phases

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is primarily sedentary. Typically the employee sits at a desk or table with some walking and standing. Items carried typically are light objects and lifting of moderately heavy objects is not normally required.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
