This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: Will serve as a sample controller for the Combined DNA Index System (CODIS) of the U.S. Army Criminal Investigation Laboratory, an organization providing world-wide laboratory support to investigative agencies of the Department of Defense and other federal and non-federal agencies.

Duties

Help
  • Manage DNA sample submissions.
  • Manage the CODIS Branch offender DNA sample repository.
  • Receives, determine acceptability and enter sample information into computer database.
  • Manages CODIS Branch supply and equipment maintenance systems.
  • Performs the calibration, adjusting and fine-tuning of elaborate laboratory equipment that conducts DNA analysis.
  • Performs critical and routine decontamination procedures.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must comply with Drug Abuse Testing Program requirements. This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing.
  • Applicants tentatively selected for appointment to this position will participate in drug urinalysis testing unless currently occupying a TDP within the Department of Defense.
  • Required to sign DA Form 5019 (Certain Civilian Positions Identified as Critical Under the Department of the Army Drug-Free Federal Workplace Program) requiring participation in random drug testing as a condition of employment.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance for the duration of employment.
  • Must participate in DNA profiling database with the U.S. Army Criminal Investigation Laboratory.
  • May be required to work overtime and other than normal duty hours.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. GS-7: Specialized Experience: One year of specialized experience which includes using automated systems in a laboratory environment, performing laboratory support functions, and attention to detail. This definition of specialized experience is typical of work performed at/or equivalent to the GS-05 grade level in the Federal service.

OR

Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Biology or Chemistry.

OR

Superior Academic Achievement: Successful completion of all the requirements for a bachelor's degree with Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled. Superior Academic Achievement is based on: (1) Grade-Point Average - 3.0 or higher out of a possible 4.0 overall or 3.5 or higher out of a possible 4.0 in the major field of study; (2) Honor Society Membership - You may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/). (NOTE: You must attach a copy of your transcripts and/or verification of class standing for further verification.)

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.

GS-9: Specialized Experience: One year of specialized experience which includes using performing laboratory support functions, entering samples into a database using automated systems, and properly labeling/storing samples. This definition of specialized experience is typical of work performed at/or equivalent to the GS-07 grade level in the Federal service.

OR

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Biology or Chemistry.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

GS-11: Specialized Experience: One year of specialized experience which includes entering samples in DNA tracking system, using law enforcement database to obtain criminal history information, interacting with customers to reconcile sample submission issues, producing reports and analyzing data. This definition of specialized experience is typical of work performed at/or equivalent to the GS-09 grade level in the Federal service.

OR

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Biology or Chemistry.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
