Help
  • Review procurement actions for complex equipment and services to assure completeness.
  • Respond to inquiries, including formal protests and Congressional inquiries from interested parties.
  • Formulate the contracting approach to be taken that will best satisfy the requirement in compliance with socioeconomic programs.
  • Monitor contractor performance in relation to the completion schedule required by the contract ensuring timely submission of technical progress reports, making periodic visits to work sites, detecting and correcting labor standard violations.
  • Utilize a contracting database to input contract requirements, clauses and specifications onto appropriate automated documents and forms.
  • Take appropriate action to expedite delivery or performance when required by changes in mission requirements, defective specifications, or changes in local conditions.

  • Selectee must meet position requirements for Contracting Certification within 36 months of entrance on duty according to the DoDI 5000.66, change 3.
  • This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
  • Position requires certification per Federal Acquisition Regulation (FAR) and its supplements necessary to obtain a Contracting Officer Warrant, authorizing signature and the full range of responsibilities that accompany contracting officer duties
  • One year trial/probationary period may be required.
  • This position may require occasional TDY.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Basic Requirement for a Contract Specialist:Degree:
Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees.

OR

Exemption:
You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

QUALIFICATIONS FOR THE GS-12:



Epecialized Experience: One year of specialized experience which includes: 1) Conducting negotiation of contract prices, terms and conditions on behalf of the organization; 2) Issuing solicitations to communicate contract requirements to potential contractors; and 3) Implementing contractual regulatory guidance for the procurement of goods and services.This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-11).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job (GS-12 only), you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
