Duties

Help
  • Plans, coordinates, and installs applications software and hardware in a specialized cyber environment for applicable operating systems.
  • Administers and maintains assigned systems using best practices to protect data and processes from cybercrime.
  • Provides proactive consultation and instruction with system users to ensure seamless implementation of changes.
  • Serves as a senior advisor to lower-graded specialists engaged in similar responsibilities.
  • Ensures systems have approved Certification and Accreditation (C and A) packages to include making entries into the Enterprise information Technology Database Repository (EITDR), updating EITDR, and developing supporting documentation for EITDR.
  • Routinely performs vulnerability assessments of assigned networked and non-networked systems.
  • Serves as a lead IT support process analyst and advisor to the Directorate.
  • Conducts in-depth analyses of IT processes, tools, development capability, and commercial technology exploitation and how it aligns to customer requirements.
  • Analyzes systems and systems components to determine comprehensive organization IT requirements and opportunities for new and/or enhanced information technology processes and tool suite.
  • Serves as a senior cyber technical advisor to management.

  • Cybersecurity Certification is a condition of employment. Cybersecurity work as a paramount duty requirement of this position.
  • Per DoD 8570.01-M, the incumbent of the position must achieve the appropriate cybersecurity certification within six months of assignment of these duties. A waiver of this six month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3.
  • Failure to receive the proper cybersecurity certification may result in removal from this position.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series 2210 (Alternative A). Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:

Individuals must have IT-related experience demonstrating each of the four competencies listed below.

  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks), or will have one year within 120 days of closing of this announcement, specialized experience equivalent to the DO-01 (GS-11), or equivalent grade level in the Federal service. Specialized experience includes applying IT/Cyber guidance, policy, service contract, program management, as well as licensing support efforts and/or managing and reporting on organizational programs, ensuring compliance with IT laws and safeguarding research data through policy implementation. You also must have experience based on the following competencies: Attention to Detail, Program Execution, Customer Service, Communication, and Problem Solving.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
