This Supervisory Information Technology Specialist position is located within Security Operations (SO), Compliance (COMP), Cybersecurity, Architecture Branch, Transportation Security Administration (TSA), Department of Homeland Security (DHS). Duties include but are not limited to:

  • Develops and implements programs to ensure that aviation transportation system owners and operators that are users of technological systems, networks and data are aware of, understand, and adhere to TSA, government and industry introduced standards and recommendations. Provides advice and guidance in implementing IT and OT security policies and procedures in the development and operation of those systems and overall network architecture.
  • Oversees the examination of strategic risk-based cybersecurity related program operations in accordance with TSA administrative policies and precedents. Provides recommendations for improvement and innovative approaches to cybersecurity within the aviation transportation domain. Implements cybersecurity outreach and oversight programs through research of innovative capabilities and engagement resources to increase agency and operator efficiencies. Supports project managers or technical leads with large and complex work activities.
  • Ensures the development and implementation of cyber measures that protect and defend information and information systems by safeguarding their availability, integrity, authentication, confidentiality, and non-repudiation. These measures include providing recommendations for restoration of information systems by incorporating protection, detection, and reaction capabilities.
  • Plans and coordinates with private industry and government partners to implement cybersecurity defense strategies to ensure the protection of OT infrastructure.
  • Applies senior-level expertise of cyber security programs, policies, directives, regulations, and current/pending legislation to resolve security gaps, issues, or concerns where the aviation transportation system owner/operator did not meet the agreed upon guidelines.
  • Applies senior-level expertise of Industry Control Systems (ICS), Operations Technology (OT), Supervisory Control and Data Acquisitions (SCADA), and other IT or OT systems, with experiences leading complex, cross functional teams and projects.
  • Experience with ICS/OT Cybersecurity and knowledge of relevant standards including, but not limited to NERC-CIP, ISA99/IEC 62443, NIST SP 800-39, NIST SP 800-53, NIST SP 800-82, API-1164. Specific ICS/OT cybersecurity implementation or assessment experience will be an additional benefit.
  • Experience in communicating orally to diverse audiences, brief management, maintain effective communication with compliance transportation industry and government partners and ensure dissemination of clear, coordinated, and consistent information and/or data for planning, coordinating, and conducting projects and studies, and providing expert technical advice, guidance and recommendations to stakeholders and agency officials.
  • Provides ICS/OT cybersecurity subject matter expertise supporting acquisitions, procurement, and outsourcing efforts as appropriate to accomplish organizational or programmatic objectives.
  • Carries out all first-line supervisory responsibilities which include(s): assigning work and setting priorities; reviewing and evaluating the work and performance of subordinates including assuring production accuracy requirements are met; preparing performance standards and evaluating performance via completion of performance appraisals; giving advice, counsel, and instruction to employees on both technical and administrative matters; interviewing candidates and recommending and/or initiating appointment(s), promotion(s), or reassignment(s) actions for positions within the unit; approving leave requests; hearing and resolving complaints from employees, referring group grievances and more serious unresolved complaints to a higher level supervisor or manager; effecting minor disciplinary measures, such as warning and reprimands, recommending other action in more serious cases; identifying developmental and training needs of employees, providing or arranging for needed development and training; finding ways to improve production or increase the quality of the work directed; and developing performance standards.
Supervisory/Managerial Probationary Period Requirements: Unless previously completed, you must satisfactorily complete a one-year supervisory probationary period to continue in this supervisory/managerial position.

  6. This is a testing Designated position. Employees are required to pass drug screening prior to appointment and periodically as required during employment.
  7. This is a supervisory position subject to the supervisory probationary period, unless the selected incumbent has already completed it.

Qualifications

FOR ALL IT POSITIONS: To qualify, you must have IT-related experience demonstrating each of the four competencies listed below.

Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
In addition to the requirements for all IT positions, to qualify for the SV-J Pay Band (equivalent to GS-14), an applicant must have one year of specialized experience at the SV-I or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills, and abilities to successfully perform the duties of the position. Such experience is defined as:
  • Applying project management principles, methods, and practices to support Information Technology (IT) and Operational Technology (OT) systems security and cyber security to control business operations; and
  • Administering security oversight for the cybersecurity and system infrastructure operations; and
  • Providing expert technical advice in the development of IT Cybersecurity assessment and awareness programs.
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
