You will serve as a INTELLIGENCE SPECIALIST in the Naval Criminal Investigative Service (NCIS).

Duties

Help
  • You will identify intelligence gaps, specify collection requirements to fill gaps, and develop and use analytical tools and methodologies to address these gaps.
  • You will utilize multiple databases to conduct technical level analysis dealing with cyber related information. This includes a basic understanding of technical metadata analysis and knowledge of computer terminology.
  • You will collect, review, interpret, evaluate, and integrate information from multiple sources in assessing the relevance and significance of developments in your assigned area(s), and in preparing new or revising prior intelligence products.
  • You will conduct asset/source validation and determine source credibility.
  • You will prepare intelligence products including briefings, summaries, reports, studies, and estimates. These products include analyses and evaluations of foreign intelligence, terrorist, and criminal cyber networks, organizations, and actors.
  • You will review cyber case files to evaluate the significance of the information collected, extract and further disseminate relevant information, and identify and provide necessary analytical support to NCIS Special Agents.
  • You will coordinate research and analysis with headquarters and field elements, as well as other U. S. intelligence and law enforcement agencies.
  • You will maintain liaison with personnel in other intelligence agencies, law enforcement organizations, military intelligence services, and allied foreign governments to discuss analysis, production, and collection requirements.
  • You will serve as an analytical representative at interagency and international meetings and conferences.
  • You will conduct complex analysis and production tasks relative to counterintelligence, counterterrorism, or criminal matters in support of NCIS investigations and operations in the cyber domain.

  • You must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal. Indicate the level and date of your clearance in your resume.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • You must acknowledge in writing that you are accepting an appointment in the DCIPS (excepted service) which does not confer competitive status, prior to appointment.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This position may require travel from normal duty station to CONUS and OCONUS (25%) and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position may require occasional overtime and irregular tours of duty, and/or extended duty.

Qualifications

GG-13
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GG/GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

  • Performing analytical tasks relative to cyber, counterintelligence, counter-terrorism, and/or criminal intelligence matters relating to political, economic, social, cultural, geographic, or technical issues.
  • Researching, selecting, and compiling intelligence information in preparation of formal, written products.
  • Identifying complex intelligence gaps and evaluating the intelligence collected.

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GG/GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
  • Performing research analysis on cyber, counterintelligence, counter-terrorism, and/or criminal intelligence matters relating to political, economic, social, cultural, geographic, or technical issues.
  • Ensuring that intelligence data is properly classified, stored, and handled in accordance with applicable laws, policies, and regulations.
  • Researching, selecting, and compiling intelligence information.
  • Navigating specified intelligence databases and message handling systems.
