You will serve as an AIR TRAFFIC CONTROL SPECIALIST (TERMINAL) in the Air Traffic Control Branch of MARINE CORPS AIR STATION IWAKUNI.

Duties

Help
  • You will provide safe, orderly, and expeditious air traffic control support and services to aircraft transiting, originating, or terminating in the installations delegated terminal ensuring training airspace availability for aircraft operations.
  • You will perform radar control duties as defined and regulation in applicable DoD, Host nation, and local directives, orders, regulations.
  • You will perform tower control duties; coordinate and control U.S. military, Japan military, civil airline, and civilian general aviation traffic and determine actions with other controllers and issues instructions to pilot almost simultaneously.
  • You will provide instruction, training and assistance to the military, civilian, and contractor personnel and provide basic and advanced training for personnel to meet requirements for Air Traffic Control qualifications.
  • You will be responsible for the overall operations of eight position TRACON or the four-position control tower and maintains awareness of air traffic, range operations, ground aircraft, and ground vehicle movement.

  • Air traffic control specialists must possess the facility ratings required at the facility where the position is located. You will be required to maintain a valid Air Traffic Control Specialist and/or Control Tower Operator Certificate.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain a SECRET security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • May be required to work an uncommon tour of duty, i.e., Saturdays, Sundays, Holidays, etc. May be required to respond to short notice recall to support unscheduled emergency air traffic and/or contingencies/exercises to support the mission.
  • May be required to work rotating shifts and overtime.
  • The incumbent must accomplish local limited weather observer certification requirements administered by base weather flight.
  • The position may require the employee to work under adverse environmental conditions.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector providing technical expertise in air traffic control services to include; direct safe flow of air traffic; perform tower control, radar control and as facility watch officer duties as required; determine limitations and use of airspace; provide training and instruction to personnel.

Conditions of Employment continued:
~ Must possess a valid Control Tower Operator (CTO) AND a valid Radar Approach Control certification or possess a valid Control Tower Operator (CTO) and/or Radar Approach Control certification issued by MCAS Iwakuni (RJOI). Must complete all training requirements within locally prescribed time limits to obtain and maintain a full facility rating in order to obtain and maintain a local facility Control Tower Operator (CTO) and Radar Approach Control Radar Approach Control certification and maintain currency of the same.
~ This is an Emergency- Essential (E-E) Position. The incumbent of this position must meet all requirements of E-E positions and may be required as a condition of employment to take a series of vaccinations and annual boosters to immunize against anthrax or other diseases. In the event of a crisis situation, the incumbent or the designated alternate must continue to perform the E-E duties until relieved by proper authority. The incumbent or the designated alternate may be required to take part in readiness exercises. This position cannot be vacated during national emergency or mobilization without seriously impairing the capability of the organization to function effectively. This meets the criteria of an E-E position and requires that the incumbent, or the designated alternate, be removed from any recall status.
~ The incumbent must have the ability to meet and maintain on a continuing basis, the physical, mental, and medical standards for ATC duties as specified by the OPM qualification standard for GS-2152.~ The incumbent of this position must have the ability to sit and/or stand for long periods of time while controlling aircraft in an ATC facility. The incumbent of this position may be required to climb several flights of stairs to reach the Control Tower Cab.
~ This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs.

~ Applicants who have passed the written test (and the interview, if required) may be required to pass additional air traffic control aptitude screening for positions in the Department of Transportation, Federal Aviation Administration. Persons who do not pass the aptitude evaluation testing requirements will not be appointed to these positions.
~ Air traffic control specialists in all specializations must possess or obtain, within uniformly applicable time limits, the facility ratings required for full performance at the facility where the position is located.
~ PPP applicants will be placed at the FPL, if determined Well Qualified (WQ). To receive priority consideration, the FPL must be the same grade level or equivalent of the retained grade or the grade held immediately prior to separation.

Commute area is defined as the geographic area surrounding the duty location in which people can reasonably be expected to travel back and forth daily.
