Summary

This position will be located at a USDA Forest Service Unit within Region 6 servicing Regions 6 and 10. Final duty station determination to be made upon selection.

The Regional Fire and Aviation Director serves as the senior staff officer to the Regional Forester and as such provides technical and administrative direction for all regional Fire and Aviation Management.

  • Duties listed are at full performance grade GS-15 level.
  • Develops and implements the complete Regional Fire and Aviation Management, Fuels Management, Rural Community Fire Protection, and Cooperative Forest Fire Programs.
  • Provides authoritative management direction and develops Regional criteria and standards for aviation, fuels, and fire operations in coordination with other federal agencies and States.
  • Provides leadership, coordination, and administration of all assigned functions necessary to affect cooperative fire programs and to enhance protection of private forest lands.
  • Directs the planning, preparation and execution of a complex Regional budget including integrated Regional budget advice development and allocation of funding to National Forests and States within the Region.
  • Coordinates and communicates standards and workforce management needs with line and staff at all levels of the agency.

Qualifications

Specialized Experience Requirement:

For the GS-14: You must have one year specialized experience equivalent to at least the next lower grade level GS-13 in the Federal service. Examples of Specialized Experience are: Assisting in formulating policies, plans, and programs for the administration of fire management programs such as aviation management, smoke management, and fuels management for a moderate to large organization; and/or coordinating the integration of fire management programs with other programs and interagency partners; and/or providing coordination and oversight for large, complex wildland fires and planned prescribed fire management activities; and/or preparing and presenting recommendations for program improvements and/or directional change; and/or coordinating and providing program direction during critical fire situations to establish priorities for all firefighting resources.

For the GS-15: You must have one year specialized experience equivalent to at least the next lower grade level GS-14 in the Federal service. Examples of Specialized Experience are: Supervising, planning, and developing fire management programs such as aviation management, smoke management, state/volunteer fire assistance, cooperative forestry, and fuels management; and/or formulating fire management policies, plans, and programs for a large organization; and/or assisting in providing oversight in managing relationships with partners to ensure open and ongoing communications across agency boundaries in implementation of interagency cohesive strategies; and/or guiding the planning, preparation, and execution of a complex regional budget; and/or interpreting laws, principles, procedures, federal wildland fire policies, and regulatory standards to ensure the proper implementation of plans, programs, and cooperative agreements with other agencies, organizations, and individuals.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

This position has been identified under the Interagency Fire Program Management (IFPM) but is NOT subject to selective placement factor requirements contained in the Interagency Fire Program Management (IFPM) Standard and Guide when filling this vacancy. IFPM selective placement factors are made up of a primary and secondary National Wildfire Coordinating Group (NWCG) core Incident Management Qualifications and Required Training. The target NWCG qualification requirements are NOT selective placement factors for filling Regional Fire Director positions. The role of the Geographic Fire Program Manager (GFPM) may be delegated to a member of the Regional Office FAM staff that meets these requirements. Currency Requirement: Required to maintain currency once hired into the position. Currency of NWCG qualifications is not required for selection. If not currently qualified, the applicant must provide documented evidence that they have been fully qualified in the past, and are able to regain currency within one year of being hired.

FIREFIGHTER RETIREMENT COVERAGE: This is a secondary position covered under the special retirement provisions of 5 USC 8336(c) for the Civil Service Retirement System and of 5 USC 8412(d) for the Federal Employees Retirement System. Prior wildland firefighting experience is required. There is no age limit for entry into secondary positions. Firefighter retirement coverage of the incumbent depends on his/her individual work history.

TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.

Location Negotiable-This position will need to be located within the commuting distance of 49 miles from a Forest Service office within Pacific Northwest Region, Region 6. Career Transition Assistance Plan (CTAP) or Reemployment Priority List (RPL): To exercise selection priority for this vacancy, CTAP/RPL candidates must meet the basic eligibility requirements and all selective factors. CTAP candidates must be rated and determined to be well qualified (or above) based on an evaluation of the competencies listed in the How You Will Be Evaluated section. When assessed through a score-based category rating method, CTAP applicants must receive a rating of at least 85 out of a possible 100.

Land Management Workforce Flexibility Act (LMWFA) provides current or former temporary and term employees the opportunity to compete for permanent competitive service positions. Individuals must have more than 24 months of service without a break between appointments of two or more years and the last temporary or term appointment must have been with the Forest Service. Service must be in the competitive service and have been at a successful level of performance or better. Part-time and intermittent service will be credited only for time actually worked. Non-pay status such as leave without pay is credited for up to six months in a calendar year; anything beyond six months is not credited. Applicants are responsible for providing sufficient information/documentation to determine if the 24 month criteria is met.

PROMOTION POTENTIAL: If you are selected for a position with further promotion potential, you will be placed under a career development plan, and may be non-competitively promoted if you successfully complete the requirements and if recommended by management. This position may be eligible to telework up to four days per week, based upon the duties of the position. This position may also be eligible for flexible work arrangements as determined by agency policy and any applicable collective bargaining agreements.
