Duties

Help

As a Software Development Manager, you will:

  • Lead a team of software engineers through all stages of SDLC to design, develop, and deploy opensource, cloud-based applications using development standards or frameworks (such as .Net Core, HTML, JavaScript, front-end tools such as React, Angular) and Microsoft M365 Power Platform including PowerApps & Power Automate using Agile\Scrum methodology in the RRB's Microsoft Azure cloud environment, to support the RRB's mission.
  • Focus on building and mentoring team members, develop processes, keep-and-expand a technology roadmap, plan features, measure velocity, and develop quality products for the RRB userbase.
  • Provide coaching and mentorship to enable the engineering team to become proficient on modern development tools with a focus on Model-Driven Application development while adhering to the best practices.
  • Support the legacy applications, perform design reviews, code reviews, and approve code deployments to production environments.
  • As necessary, establish special project teams including personnel within the section and from other sections.
  • Work closely with other Enterprise Applications division managers and act as a liaison with stakeholders in other bureaus and offices of the Railroad Retirement Board (RRB) and in other Federal agencies (IRS and SSA) to coordinate systems development matters of mutual concern.
  • Coordinate with end-users to gain in-depth knowledge of application requirements and provide expertise on Application Architecture and Data Modeling.
  • Work with the Associate Chief Information Officer (ACIO) to support the vision, set the values, and create a culture that fosters respect and yields productivity.
  • Be responsible for advising other IT experts throughout the agency on a variety of software engineering challenges and proposed solutions.

Qualifications

Minimum Qualifications for GS-14 level:

One year of specialized experience equivalent to the GS-13 grade level in the Federal service.

Specialized Experience is experience designing, developing, and deploying open-source, cloud-based applications using development standards or frameworks (at least one of the following: .Net Core, HTML, JavaScript). Develops seamless, intuitive, and user-friendly web interfaces. Streamlines processes, automate tasks, build new applications, and enhance overall system functionality utilizing Microsoft M365 Power Platform (i.e., PowerApps/Power Automate). Leads teams through iterative development cycles to deliver cloud-based, high-quality software solutions on time utilizing Agile/Scrum methodologies.

In addition, all applicants qualifying based on experience must have IT-related experience demonstrating each of the four competencies listed below. Applicants must demonstrate possession of these competencies within the body of the resume; no separate statements addressing them are required.

  4. Problem Solving - Strategic thinking and solving complex problems by operationalizing data to develop strategies, improve operational results, and mission outcomes.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
