Summary

As a Management and Program Analyst (Systems Business Owner), you will serve as a program analyst to and conduct complex analytical studies that are of special interest to specific functional activities or programs.

Location of position: General Services Administration, Federal Acquisition Service,  Office of Strategy and Innovation (QP).

Help

  • Conduct complex analytical studies that are of special interest to specific functional activities or programs, and participate in unusual, controversial and sometimes highly sensitive aspects of the program/system.
  • Serves as the focal point and facilitates requirements gathering sessions, including requirements envisioning; and assists the product owner in managing requirement dependencies with other product teams.
  • Prepares and/or conducts briefings for higher level management to explain the specific analysis of subject matter, as well as to provide recommendations or action plans and provide guidance and/or direction for implementation.

The GS-343-14 salary range starts at $122,198 per year.  

SPECIALIZED EXPERIENCE:  

To qualify you must have one year of specialized experience equivalent to the GS-13 in the Federal service.  Specialized experience is defined as analyzing and measuring the effectiveness, efficiency and productivity of administrative or technical programs; overseeing workforce and other related studies, coordinating and analyzing findings and making recommendations on  substantive programs; identifying or developing metrics to measure success of initiatives and using quantitative and qualitative data to  determine if success has been met.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities.  Your responses to these questions must be supported by your resume or your score may be lowered.  

  • Knowledge of management practices to coordinate ad hoc team operations as well as to plan, organize, and actively participate in team efforts and develop creative solutions to problems; ability to lead others in change management and business processes improvement.
  • Knowledge of business process improvement and skills to develop new theories or hypotheses for the root cause of suboptimal processes and formulate innovative solutions; ability to lead an ad hoc team of technical and professional staff in developing, coordinating, and implementing operations and technical activities and requirements.
  • Knowledge of project management skills needed to ensure customer service effectiveness meet identified objectives, are completed on schedule, and offer well-supported and technically sound conclusions and recommendations.
