This position will be in GSA, Federal Acquisition Services (FAS), Professional Services and Human Capital (PSHC). The Office of Professional Services and Human Capital Categories (PSHC) is responsible for the strategic leadership, oversight, and management of FAS’s professional services, human capital services, and charge card management programs and contracts.

  • The incumbent actively participates in the development and interpretation of high level policy, programs, and business processes The incumbent optimizes administrative workflow ensuring smooth and effective flow of information with the appropriate stakeholders, and exercises independent judgment to convene and lead meetings and discussions across the PSHC portfolio to drive decision making. This includes collaboration with and on behalf of the PSHC Assistant Commissioner, the Deputy Assistant Commissioner or their designee to provide advice, recommendations and comments for the development of critical policies, programs, and business processes.

  • Reviews changes in policies, operations, procedures and organizational structures to determine feasibility and impact on regulatory requirement and effectiveness in meeting objectives, goals, and initiatives. Collaborates with the top management team to obtain agreement with proposed initiatives, policy changes and activities designed to improve the quality of PSHC portfolios and ensure the efficient, economical operations of program functions. Makes recommendations to settle matters involving controversial issues

  • Serves as a convergence point between the AC Deputy AC, Directors, and Senior Advisors to provide policy, program, and business process clarification. Briefs Assistant Commissioner and  Deputy Assistant Commissioner on status of programs requiring redirection, reengineering, designs or modifications, particularly unresolved conflicts which may necessitate personal involvement of the Assistant Commissioner and/or the Deputy Assistant Commissioner. Keeps the Assistant Commissioner and Deputy Assistant Commissioner apprised of program accomplishments, policy recommendations and long-range goals and objective.
  • Conducts special projects and strategic analysis on a broad range of confidential, sensitive projects or assignments involving controversial, confidential issues and complex subject-matter to resolve unyielding problems, which may involve controversial issues of public interest and complex subject matter. Applies advanced methods and techniques to interpret and provide authoritative guidance on highly complex laws, regulations, directives, functional policies; and develops viable programmatic and policy guidance related to the work of the office

  • Develops, fosters, and maintains effective and collaborative business relations with all stakeholders, building coalitions with key management officials across PSHC, FAS and GSA. As delegated, negotiates matters involving multiple, broad, and complex issues that require development of tradeoffs and compromise among priorities.

  • Serves as an PSHC spokesperson and is responsible for presentation, support, and justification of products and operations supporting endeavors and/or policies, plans, and evaluation methods for outside groups and organizations as required by the Assistant Commissioner and the Deputy Assistant Commissioner. Represents the AC on critical projects, issues and programs. Represents the AC and DAC at staff meetings, meetings with GSA and government-wide personnel and representatives of private-sector industries and professional organizations. Reports the results of such meetings together with recommendations for complete and appropriate courses of action which involve both internal and external PSHC policies, operations, and procedures. 

  •  Position works in collaboration with the AC’s Executive Assistant(EA) working closely and monitoring the  coordination of the ACs calendar, taskers, action items and special requests for the Office of Assistant Commissioner. 

  • Works with the Office of the FAS Commissioner and the Office of Strategy Management to finalize initiatives and metrics to include in Senior Executive Service (SES) performance plans. Approves all portfolio events and attendance requests in Salesforce in accordance with the approved annual FAS Events Plan.

The GS-14 salary range starts at $122,198 per year.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service.

Specialized service is experience providing advice and assistance to top officials on major management matters of a critical, controversial, and/or confidential nature. This experience must include three of the following:

  • Developing performance metrics for established organizational goals and objectives;
  • Reviewing programs and processes to determine whether changes in policies, procedures, or organizational structures are desirable and effective;
  • Exercising independent judgment to develop and implement a variety of projects that drive decision-making; and
  • Collaborating with management officials to obtain agreement with proposed initiatives, policy changes, and activities designed to improve the quality of assigned program areas.

  • Mastery of project management skills for highly visible complex projects related to budget, planning, scheduling, cost analysis, reporting and coordinating resources for the portfolio. Comprehensive knowledge of current policies, problems in order to recommend possible solutions or alternative actions.

  • Mastery of the principles and theories of advanced management techniques in order to apply new developments to a variety of management problems not susceptible to treatment by standard methods in order to make recommendations that impact on all operations of the agency. Ability to interpret complex and/or ambiguous data, correspondence, and legal regulations pertaining to and affecting Project Delivery acquisition and industry programs and operations. Expert analytical skills to apply a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness.

  • Possesses an intimate knowledge of the Assistant Commissioner and Deputy Assistant Commissioner  views and practices in order to carry out program operations and make presentations and recommendations regarding highly technical and/or complex program activities. Expert analytical, writing, and messaging savvy skills, formulates/develops events, presentations, and other information resources for senior management use externally, customer organizations, as well as PSHC wide access for conveying enterprise strategic vision.

  • Ability to communicate effectively both orally and in writing with all levels of management officials and clients.
