Duties:

  • Evaluates and interprets the business intelligence and qualifying information and provides input and feedback on the agencies being targeted.
  • Manages the strategic action plans that use qualified leads and opportunities to identify new business opportunities .
  • Contributes to the pipeline by identifying and qualifying leads and opportunities, moving and tracking the progress through the cycle of pipeline stages, and reporting this data into the pipeline, CRM, and to leadership in an effort to monitor progress towards achieving annual sales goals.
  • Provides input and recommendations for initiatives to be included in the annual business development plan with stated goals, objectives, processes, and performance metrics.
  • Manages various parts of the business development plan including marketing initiatives, communications plans, sales forecasts, and pipeline reports. Regularly reviews sales performance and provides feedback to assist with the development of future business volume, revenue and market share forecasts/projections and budget requests.
  • Designs, plans and conducts market research. Defines market research requirements, developing innovative approaches to conducting market research, developing and monitoring data sources, leading market research studies, and assessing customer trends and buying patterns.
  • Manages market research for the development of new government-wide acquisition services. 
  • Assists managing portions of major projects related to the continuous improvement and execution of multiple E-business marketing strategies.
  • Develops effective and enduring relationships and coalitions with business partners and customers at other Federal agencies on all business issues. Consults with internal GSA staff, customers and industry to gather intelligence about customer requirements to determine the types of service(s) required, identify the appropriate solution options to meet said needs, and make recommendations on strategies to customers for consideration.
  • Manages business development initiatives for industry organizations such as shared interest groups, industry councils, or advisory councils.
  • Manages outreach to promote GSA products and services. Contributes ideas/suggestions with the development, coordination and facilitation of communication strategies for marketing initiatives.
  • Monitors existing government-wide acquisition marketing materials and develops enhancements to GSA marketing materials to remain competitive.
  • Manages the planning, organizing, content creation, messaging, leading, controlling and conducting of training, workshops, meetings, seminars, conferences and other outreach efforts with customer agencies, industry, and supervisory officials, to increase customer and contractor awareness of government-wide acquisition programs and increase sales volume.
  • Works with other government-wide acquisition offices, other organizations within the GSA Information Technology Category (ITC) portfolio and other portfolios to leverage resources in conducting joint marketing and promotion initiatives.
  • Manages portions of program related content on government-wide acquisition web sites to ensure that it is current, updated, accurate, and continually generating innovative ideas and developing new added value services or expanding existing value added services.
  • Serves as project manager or member of project team for government-wide acquisition projects based on ongoing analysis of business activities. Responsible for successful adaptation of project management concepts and tools including managing schedule, costs, deliverables, and resources.
  • Manages a wide variety of special studies for the organization. Plans special projects to identify operational problems, evaluate alternative solutions, and recommend appropriate actions. Contributes in special studies that cross organizational boundaries and involve working with teams of analysts from several organizations.
  • Provides technical support and project support for cross-functional project teams. Supports goals and technical standards for project team members, and anticipates and effectively responds to changes in workload and resources, and assists influencing project team members through an inclusive style and recognition of project team member abilities and knowledge. Manages projects to completion and presents and defends results to agency managers.
  • Manages cross-functional teams translating government-wide acquisition requirements into other GSA organizational requirements such as Customer Relationship Management (CRM) processes, Salesforce, government-wide acquisition Management Module processes, Supplier Relationship Management (SRM) processes, and other initiatives that may affect GSA government-wide acquisitions.
  • Coordinates projects with other ITC programs and business lines and assists in resolving conflicts that arise. Identifies the need for and recommends policy changes in established program milestones and deadlines.

The GS-13 salary will be based upon selectee's location.

To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service.



SPECIALIZED EXPERIENCE:

  • Specialized experience is initiating, planning, coordinating, executing, and monitoring strategic projects and program management strategies for the life cycle of Information Technology (IT) and Business Management projects. This experience must also include:
  • Leading, researching, and presenting findings on strategic project teams.
  • Establishing and maintaining customer engagement and relationships.
  • Implementing acquisition strategies, market research practices, and gathering functional and technical requirements necessary to meet the customer needs.
  • Providing customer service solution-oriented consultation for evolving requirements and needs.
  • Preparing and conducting executive and customer briefings, training, seminars, and meetings.
