Summary

As a Program Specialist, you will serve as an expert in standardized rent bill management business processes.

Location: The location of this position will be determined upon selection. At this time we are only filling one vacancy, however additional vacancies may be filled from this announcement as needed. 

The Pricing Policy and Tools Division is responsible for defining and managing space occupancy business processes for a national program.

Help

  • Develop policies, practices and training materials for a nationally standardized rent bill management program consistent with regional, national, OMB and Congressional direction.
  • Collaborate with the regions to provide program oversight and pursue effective and innovative methods of accomplishing program goals and meeting customer requirements. Recommend operational improvements to ensure program effectiveness and efficiency.
  • Execute, provide authoritative and interpretive guidance on, and ensure adherence to policies, laws, Executive Orders, regulations, policies, and Instructional Letters pertaining to occupancy administration billing. Utilize PBS’ Occupancy Agreement and Space Inventory System (OASIS), Real Estate Across the U.S. (RExUS), Rent on the Web, and PBS pricing policies and performance measures to apply concepts, principles and objectives of a rent bill management program.
  • Research sensitive, complex and/or controversial issues to develop briefing papers and conduct briefings, give speeches, negotiate requirements, articulate positions, obtain compliance, resolve disputes, prepare reports and implement changes to organizational programs.

The GS-14 salary range starts at $122,198 per year.

To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service managing and developing national standards for rent billing process, pricing for space and services and the management of tenant relationships. Experience must include being a Subject Matter Expert (SME) for national rent bill management activities, providing technical assistance and advice on interpretation of policies, regulations and laws governing the administration of the standardized billing process and space pricing for tenants occupying federally owned and leased space.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities.  Your responses to these questions must be supported by your resume or your score may be lowered.  

  1. Mastery knowledge of principles, concepts, and objectives of pricing policies, billing practices and management of tenant relationships.
  2. Knowledge of principles, concepts, and objectives to administer a rent bill management program.
  3. Knowledge of rent bill management laws, regulations, methodologies and policies.
  4. Skill in written, oral and interpersonal communication.

Additional hurdle assessments, such as narrative responses or other assessments, may be administered to applicants who meet the requirements of the first hurdle, e.g., the minimum qualification requirements. If additional assessments are used, you will be provided with further instructions.

Consideration will be given to performance appraisals and incentive awards in merit promotion selection decisions in accordance with 5 CFR 335.103(b)(3). You should list any relevant performance appraisals and incentive awards in your resume so that information will be taken into consideration during the selection process.  If selected, you may be required to provide supporting documentation.
