Summary

Help

As a Realty Specialist (Disposal) in the Real Property Utilization & Disposal Division at the full performance level, you will:

  • Work with client agencies to obtain property information and analyze reports throughout the disposal process.
  • Develop disposal plan and strategies that may include exchange strategies and entering into leases or permits as appropriate.
  • Inspect properties to determine status and condition and suitability for various uses.
  • Interpret and apply laws, regulations, and orders as appropriate to successfully execute the disposal process.
  • Perform surveys of Federal real property to insure that Federal agencies are fully utilizing their land holdings in accordance with Executive Orders.
  • Ensure data records are complete and accurate for effective management of cases, projects, and national programs.

The GS-09 salary range starts at $51,332 per year. Locality pay will vary based on selected location.

The GS-11 salary range starts at $62,107 per year. Locality pay will vary based on selected location.

The GS-12 salary range starts at $74,441 per year. Locality pay will vary based on selected location.

GS-9: To qualify, you must have a master's or equivalent graduate degree; or 2 full years of progressively higher level graduate education leading to such a degree; or LL.B. or J.D., if related; and/or at least one year of specialized experience equivalent to the GS-07 level or higher in the Federal service.

Specialized experience is assisting with performing with real estate disposal, sales and/or transfer actions for excess and surplus commercial and/or industrial properties. This experience must include:

  • Researching and interpreting real estate disposal laws, regulations and procedures;
  • Assisting with the development of property disposal plans and strategies;
  • Participating in real estate site inspections;
  • Participating in highest and best use analysis for real property;
  • Reviewing and preparing the terms of disposal and transfer agreements; and
  • Conducting customer outreach and marketing for real estate disposal and transfer opportunities.

GS-11: To qualify, you must have a Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., if related; and/or at least one year of specialized experience equivalent to the GS-09 level or higher in the Federal service.

Specialized experience is assisting with performing real estate disposal, sales and transfer actions for excess and surplus commercial and/or industrial properties. This experience must include assisting with the following activities:

  • Researching, interpreting and applying real estate disposal laws, regulations and procedures;
  • Developing and/or reviewing property disposal plans and strategies;
  • Performing real estate site inspections;
  • Conducting highest and best use analysis for real property;
  • Negotiating and preparing the terms of disposal and transfer agreements; and
  • Conducting customer outreach and marketing for real estate disposal and transfer opportunities.

GS-12: To qualify, you must have at least one year of specialized experience equivalent to the GS-11 level or higher in the Federal service.

Specialized experience is performing real estate disposal, sales and transfer actions for excess and surplus commercial and/or industrial properties. This experience must include:

  • Researching, interpreting and applying real estate disposal laws, regulations and procedures;
  • Developing and implementing property disposal plans and strategies;
  • Performing real estate site inspections;
  • Conducting highest and best use analysis for real property;
  • Negotiating and preparing the terms of disposal and transfer agreements; and
  • Conducting customer outreach and marketing for real estate disposal and transfer opportunities.

Quality Ranking Factors (QRFs): QRFs are knowledge, skills, and abilities (KSAs) that could be expected to significantly enhance performance in a position, but are not essential for satisfactory performance. Applicants who possess such KSA's may be ranked above those who do not, but no one may be rated ineligible solely for failure to possess such KSA's. The Quality Ranking Factor for this position is the ability to acquire and maintain a warrant, which includes formal training, experience (on the job training) and a minimum of 24 semester hours (or equivalent) of business college coursework or a bachelor’s degree.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

You will be evaluated on the questions you answer during the application process, which will measure your overall possession of the following competencies or knowledge, skills, and abilities.  Your responses to these questions must be supported by your resume or your score may be lowered.

  • Ability to acquire and maintain a disposal warrant as well as complete all requirements for the appropriate GSA Real Property Disposal Certification Program which includes formal training, experience and completion of either a bachelor's degree or completion of at least 24 semester hours (or equivalent) of business coursework.
  • Knowledge of applicable Federal statutes, realty laws, executive orders and legal procedures, including but not limited to the Federal Management Regulations and other documents involved in performing and/or reviewing the full range of realty management and disposal transactions. 
  • Knowledge of real estate and real property disposal principles, techniques, theories, practices and policies. 
  • Ability to plan, schedule and balance all aspects of property disposition with a wide range of variables and independently determine and execute the appropriate sequence of required tasks to fulfill client agency needs consistent with Federal real property laws, regulations, orders and policies.
  • Ability to apply quantitative and qualitative analysis in order to create solutions to solve complex real estate management problems not removable through standard practices.    
  • Knowledge of the agency's missions, programs and legislative history and a basic understanding of federal, state and local planning processes in order to support regional property disposal transactions, asset management initiatives and stakeholder outreach.
  • Advanced negotiation skills in order to meet with Federal, State, municipal and community representatives on disposal actions.
  • Ability to assemble and make use of relevant facts, particularly in areas of complexity such as environmental issues.
  • Knowledge of commercial real estate appraisal principles and the ability to assist with appraisal scope preparation.
  • Ability to provide feedback on real estate appraisal reviews and the ability to explain the appraisal process to customers.
  • Ability to work with varied real property databases, systems and programs.
  • Ability to evaluate and analyze real estate data and documents and maintain and track the accuracy and completeness of such data.
