This position serves as the State lead for Partnership and Initiatives and is located in Little Rock, Arkansas. NRCS exists to aid agricultural producers on working lands with conservation planning and application and may provide additional resources.   • Informs and advises the Director and Leadership Team on various technical issues associated with the design, implementation, and evaluation of conservation systems and practices.
  • Represents the Director at key partnership meetings as assigned.
  • Monitors work progress, including adherence to methods and procedures, prioritization, development of assignments and schedules.
  • Coordinates the statewide training plan to ensure personnel are adequately qualified to perform assigned tasks and to ensure personnel are provided the opportunity to develop their skills to optimum level.
  • Coordinates with public affairs staff of NRCS and partners to coordinate communications and marketing efforts to inform and educate targeted audiences of results and efforts.
  • Maintains a communication network among the various conservation partners, agriculture organizations, state natural resource agencies and other federal conservation agencies to provide timely and relevant data on key conservation issues.
  • Leads the coordination or statewide outreach, civil rights and Tribal relation efforts.
  • Maintains a communication network among the various conservation districts, various conservation organizations, agriculture organizations, as well as local, state and federal agencies.
  • Develops and manages assigned partnership agreements and grants supporting conservation efforts.
  • Provides oversight and supervision to subordinate staff. Assigns and reviews work to ensure timely performance, soundness, and value.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

Time in grade: Applicants must have one year of specialized experience at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-12 grade level for consideration for the GS-13 grade level).

Basic Education Requirement:

Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.; OR

Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.

In addition to meeting one of the Basic Requirements listed above, applicants must meet the following Minimum Qualifications Requirement in order to be considered:

Specialized Experience:
To qualify for the GS-13 level, you must possess at least one year of specialized experience equivalent to the GS-12 level or higher in Federal service, or comparable experience not gained through Federal service. Specialized experience includes 1) Implementation of conservation programs; 2) Establishing statewide program priorities, fund management, interpretation and execution of agency policy, development of materials to support program implementation (cost lists, ranking sheets, assessment tools, technical guidance etc.); 3) Coordinating conservation outreach programs; and 4) Managing and tracking program participation, and eligibility.

Note: There is no education substitution for the GS-13 level.

  • If you are a current career or career-conditional Federal employee who has a designated place of residence in the lower 48 continental United States or the District of Columbia (CONUS): The initial tour of duty in Hawaii is for 3 years. An employee may elect to serve an additional 2-year tour with the approval of the PIA Director. At the completion of the tour(s), the employee has guaranteed return rights to a position of grade and pay equivalent to the employee's current position, whether or not such position is the product of one or more competitive promotions earned during the tour or tours. Guaranteed return rights are forfeited once management accepts an employee's request to extend his/her tour beyond the 5-year period. From this point on, if an employee decides to transfer back to the CONUS, the employee is responsible for locating a position through normal merit promotion procedures.

  • Physical Demands: Work is largely sedentary but will require some physical exertion such as walking, standing, and bending; traveling for meetings and field site visits; and carrying items such as laptop bags, presentation equipment, stacks of handouts, books, papers, or folders.
  • Work Environment: Work is normally in an office environment; however, a portion of time will be spent traveling lo field locations. The incumbent is frequently exposed lo field conditions including the operation of agricultural equipment and prescribed fire sites for habitat restoration. Adverse weather conditions, including snow or ice, as well as humidity and/or extreme heat, often affect the field work environment.
