Help
  • Manage the full cycle recruitment process for Bureaus managing crisis operations, including developing and executing innovative recruiting and sourcing strategies.
  • Provide operational and advisory services on recruitment and placement actions, advising management on recruiting strategies and special programs.
  • Research and analyze legislation, regulations, guidelines, and decisions related to agency recruitment and workforce planning.
  • Utilize automated Human Resources Information Systems to manage personnel actions and maintain official personnel records.
  • Facilitate delivery of exceptional customer and applicant experiences, providing expert technical advice and guidance.
  • Collaborate with peers and leadership to develop or implement staffing policies, guidance, and procedures.

  • This vacancy may be used to fill multiple vacancies depending on the needs of the Agency.
  • These are Testing Designated Positions (TDP's) under the Agency's approved Drug-Free Workplace Program. All applicants selected for this position will be subject to random drug testing once they begin working for the Agency.
  • This is a Time Limited appointment NTE 5 years.

Specialized Experience GS-11: You need at least one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 level in the Federal service. Specialized experience refers to full-time work, while part-time roles are considered on a prorated basis. Qualifying specialized experience includes:

  1. Support the design and implementation of recruitment strategies to attract qualified candidates, utilizing social media and industry-specific sources under the guidance of senior HR specialists.
  2. Contribute to the analysis of staffing challenges by gathering data and assisting in the development of strategic solutions that align recruitment efforts with organizational objectives and best practices.
  3. Perform routine management of personnel actions using Human Resources Information Systems or similar platforms, ensuring accurate data entry and compliance with established guidelines.
  4. Offer technical support and customer service to address staffing and placement inquiries, escalating complex issues to senior HR specialists to ensure a positive experience for applicants and stakeholders.

Education: A Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities, to do the work of the position.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 36) by 18. Add the two percentages.

  2. Analyze staffing challenges and offer strategic advice to resolve issues and align recruitment efforts with organizational goals, ensuring adherence to best practices.
  3. Manage personnel actions using Human Resources Information Systems or similar platforms to ensure accurate record-keeping and compliance with relevant guidelines.
  4. Provide expert technical advice and responsive customer service to resolve complex staffing and placement issues, ensuring a positive experience for applicants and stakeholders.

Please note that qualifying specialized work experience may have been gained through a variety of activities, including residence, study, teaching, business or commercial activities, military service, newspaper work, military or civil government activities, missionary or international relief work, or other foreign work experience. This expertise includes but is is not limited to advanced expertise in recruitment strategy, including the ability to design and execute innovative sourcing methods to attract top talent for international development organizations.Possessing demonstrated expertise in global talent acquisition strategies within international development organizations. This includes proven success in developing and executing innovative recruitment campaigns tailored to diverse, multicultural talent pools and leveraging advanced analytics to optimize global sourcing. Applicants must also demonstrate a history of implementing strategic outreach initiatives that enhance employer branding and effectively engage candidates in high-stakes environments, such as humanitarian crisis operations. This expertise should exceed routine recruitment functions, focusing on solutions for complex, high-priority hiring needs requiring agility and innovation.

Experience includes both paid and unpaid activities, such as volunteer work through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work provides training and experience that can translate directly to paid employment. Qualifying experience, including volunteer experience, that aligns with the duties of this position will be considered.

Education

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

The two-phase assessment process of your application starts with determining whether or not you possess the necessary qualifications, followed by determining if you rate amongst our most qualified applicants. We must emphasize including related experience in the first five pages of your resume; while longer resumes will not be removed from consideration, they will not be given any preferential treatment either. The Subject Matter Expert (SME) reviews this section alone when making their decision regarding an applicant's level of competitiveness.

In the first phase, an SME will review your application against the specialized experience statement for the grade level(s) for which you choose to apply. Only applicants who clearly document experience equivalent to the specialized experience requirements in their resume will move to the second phase. Please note that applicants who copy and paste the specialized experience statements in their resume will be removed from further consideration.

In the second phase, our SME will assess your application against the following competencies to find out which of our three categories (Gold, Silver, or Bronze) you fall into.
