Help
  • Serves as Forest Contracting Officer (CO) for executing contracts for commercial sales and Integrated Resources Timber Contracts and provides direct review and input in the development of Integrated Resources Service Contracts.
  • Provides leadership and review of all types of contract modifications including environmental modifications and for contract defaults.
  • Acts as the timber expert in formal appeals by purchaser on timber sale contracts.
  • Participates as an expert in the sale administration and negotiations with the purchaser and/or industrial association or lawyers representing purchaser to reach an equitable agreement.
  • Maintains communication with the Regional Timber Management personnel to keep abreast of trends in appraisals, financing, administration, markets and general timber policies. Communicates trends to Forest primary staff or other appropriate parties.
  • Plans, evaluates, and provides professional leadership to the overall Regional timber sale administration program and assures work meets Regional standards.
  • Periodically makes presentations to schools, conservation groups, collaborative groups or other interested organizations. Communicates internally and externally to provide knowledge and expertise for timber management.
  • Carries out the decision of the Forest Board of Appeal with respect to changes in contracts brought about by their decision, by preparing appropriate correspondence and/or documents as required.
  • Prepares responsive statements for submission to the Regional Forester.
  • Performs limited supervisory duties (20% of the time).
  • The incumbent must be able to visit proposed and active timber sales which in turn require traversing steep ground and contending with brush, bees, and other obstacles.
  • Work is performed in both office and field settings.
  • Sedentary work is performed in an office setting while field work requires exposure to some risks in inspection and review of on-going operations which will require safety precautions such as wearing hard hats in construction and forestry work areas.

Qualifications

Basic Requirement for the GS-0460 (FORESTRY) Series:

Degree: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study in forestry; or a related subject-matter field that included a total of at least 30 semester hours in any combination of biological, physical, or mathematical sciences or engineering, of which at least 24 semester hours of course work were in forestry. The curriculum must have been sufficiently diversified to include courses in each of the following areas:

  • Management of Renewable Resources -- study of the science and art of managing renewable resources to attain desired results. Examples of creditable courses in this area include silviculture, forest management operations, timber management, wildland fire science or fire management, utilization of forest resources, forest regulation, recreational land management, watershed management, and wildlife or range habitat management.
  • Forest Biology -- study of the classification, distribution, characteristics, and identification of forest vegetation, and the interrelationships of living organisms to the forest environment. Examples of creditable courses in this area include dendrology, forest ecology, silvics, forest genetics, wood structure and properties, forest soils, forest entomology, and forest pathology.
  • Forest Resource Measurements and Inventory -- sampling, inventory, measurement, and analysis techniques as applied to a variety of forest resources. Examples of creditable courses include forest biometrics, forest mensuration, forest valuation, statistical analysis of forest resource data, renewable natural resources inventories and analysis, and photogrammetry or remote sensing.
OR

Combination of education and experience -- courses equivalent to a major in forestry, or at least 30 semester hours in any combination of biological, physical, or mathematical sciences or engineering, of which at least 24 semester hours were in forestry. The requirements for diversification of the 24 semester hours in forestry are the same as shown above, plus appropriate experience or additional education.

In addition to meeting the basic requirement, you must also possess experience and/or directly related education in the amounts listed below.

Specialized Experience Requirement:

For the GS-12 level: You must have one year specialized experience equivalent to the GS-11 level in the Federal service performing professional biological science work.

Specialized experience is defined as meeting three (3) or more of the following:
  • Participate in preparation of environmental analysis reports and impact statements;
  • Provide technical direction in all phases of reforestation and timber stand improvement;
  • Prepare timber sale contracts or oversaw a timber sale preparation program;
  • Plan and administer a timber management program;
  • Direct studies on problems created by timber management practices, including the regeneration of cut-over areas;
  • Investigate reports related to marginal or improper logging activities

TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.

This position may be eligible to telework up to four days per week, based upon the duties of the position. This position may also be eligible for flexible work arrangements as determined by agency policy and any applicable collective bargaining agreements.
