Serve as a team leader, performing a wide range of technical and consultative services in support of USA Staffing customers.
Provide guidance on staffing policies, procedures and practices in order to recommend HR automated system configurations and business processes to meet client's requirements.
Resolve issues that affect long-range implementation and administration of substantive HR systems that affect various government agencies nationwide.
Serve as a coach, facilitator, and/or negotiator in coordinating team initiatives including those across customers.
Conduct business development activities for USA Staffing accounts to include developing project proposals, identifying critical milestones and determining resources needed.

Qualifications
Specialized Experience: To meet minimum qualifications for the GS-14, you must have at least one year of specialized experience comparable in scope and responsibility to the GS-13 grade level in the Federal service (obtained either in private or public sectors). This experience must include ALL of the following activities:
Advising teams on advanced HR automated staffing, recruitment and assessment systems to improve and/or automate Federal HR work processes and programs;
Providing HR system-specific coaching, direction and resolution to a team of HR Specialists and/or customers;
Analyzing customer agencies' unique human capital needs to identify opportunities and resolve HR challenges; and
Collaborating with multiple teams, agencies, and contractors to manage projects that affect hiring programs within Federal customer agencies.
The full 52-weeks of the specialized experience listed above must be clearly demonstrated with examples of experience on your resume.
Merit promotion applicants must meet the time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at GS-13 level is required to meet the time-in-grade requirements for the GS14 level.
