Duties

Help

  • Serve as a team leader, performing a wide range of technical and consultative services in support of USA Staffing customers.
  • Provide guidance on staffing policies, procedures and practices in order to recommend HR automated system configurations and business processes to meet client's requirements.
  • Resolve issues that affect long-range implementation and administration of substantive HR systems that affect various government agencies nationwide.
  • Serve as a coach, facilitator, and/or negotiator in coordinating team initiatives including those across customers.
  • Conduct business development activities for USA Staffing accounts to include developing project proposals, identifying critical milestones and determining resources needed.

Qualifications

Specialized Experience: To meet minimum qualifications for the GS-14, you must have at least one year of specialized experience comparable in scope and responsibility to the GS-13 grade level in the Federal service (obtained either in private or public sectors). This experience must include ALL of the following activities:

  1. Advising teams on advanced HR automated staffing, recruitment and assessment systems to improve and/or automate Federal HR work processes and programs;
  2. Providing HR system-specific coaching, direction and resolution to a team of HR Specialists and/or customers;
  3. Analyzing customer agencies' unique human capital needs to identify opportunities and resolve HR challenges; and
  4. Collaborating with multiple teams, agencies, and contractors to manage projects that affect hiring programs within Federal customer agencies.
The full 52-weeks of the specialized experience listed above must be clearly demonstrated with examples of experience on your resume.

Merit promotion applicants must meet the time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at GS-13 level is required to meet the time-in-grade requirements for the GS14 level.
