Duties

Help

This position is a mission critical occupation and is responsible for ensuring that operational and fiscal activities align with and enable accomplishment of Health Resources and Services Administration's mission, goals and objectives.

As an Administrative Officer, you will provide advice and assistance to management and staff on all matters involving the administrative management of the Office.

Your major duties and responsibilities include the following administrative areas:

  • Providing advice and guidance to lower-level clerical support personnel on the day-to-day operation of the Bureau.
  • Advising management and program officials on routine aspects of management policies and procedures.
  • Assisting in coordinating budgetary and fiscal matters with budget personnel, developing operations, policies, and procedures to improve financial management.
  • Preparing and monitoring the annual travel budget, advising staff on federal travel regulations and procedures.
  • Assisting in resolving personnel and management issues and recommending ways to achieve increased effectiveness, efficiency, and economy of HR operations, particularly as functions change, new programs are added, or staff levels change.

MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.

GS-7: Applicants may meet the minimum qualifications for this grade based on one of the three methods below:

1. EXPERIENCE: Your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience that is comparable in difficulty and responsibility to at least the GS-5 level in the federal service.

Examples of minimum qualifying specialized experience equal to the GS-5 level include performing the following types of tasks on a regular and recurring basis:
  • Providing guidance to travelers or travel preparers on appropriate documentation required for approval of travel.
OR
  • Providing technical and administrative support services in the development, review, and management of programs or projects.
OR

2. EDUCATION: Have one full year of graduate level education in business administration, accounting, management, or finance or other field of study with course work directly related to the work of this position.

OR

Have completed the requirements for a Bachelor's degree in business administration, accounting, management, or finance or other field of study with course work directly related to the work of this position, AND meet the requirements for superior academic achievement Superior Academic Achievement (S.A.A.) is based on one of the following methods:

Class standing -- Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses.

Grade-point average (G.P.A.) -- Applicants must have a grade-point average of:
  • 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or
  • 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2years of the curriculum.
Grade-point averages are to be rounded to one decimal place. For example, 2.95 will round to 3.0 and 2.94 will round to 2.9.

Election to membership in a national scholastic honor society -- Applicants can be considered eligible based on membership in one of the national scholastic honor societies recognized by the Association of College Honor Societies.

3. EDUCATION AND EXPERIENCE: Have a combination of post baccalaureate education and experience that meets 100% of the qualification requirements for this position.

GS-9: Applicants may meet the minimum qualifications for this grade based on one of the three methods below:

1. EXPERIENCE: Your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience that is comparable in difficulty and responsibility to at least the GS-7 level in the federal service.

Examples of minimum qualifying specialized experience equal to the GS-7 level include performing the following types of tasks on a regular and recurring basis:
  • Performing general administrative and advisory services such as human resources, records management, facilities and space management, and property management.
OR
  • Monitoring travel submissions in an automated travel system such as ConcurGov, GovTrip, etc. for completeness and accuracy, including coordinating resolution of any errors or inconsistencies.
OR

2. EDUCATION: Have a master's or equivalent graduate degree or at least 2 full years of progressively higher-level graduate education leading to such a degree or an LL.B. or J.D. To be qualifying, the higher-level graduate education must be in a major field of study in business administration, accounting, management, or finance or other field of study with course work directly related to the work of this position.

OR

3. EDUCATION AND EXPERIENCE: Have an equivalent combination of the above minimum qualifying specialized experience AND higher-level graduate education directly related to the work of this position that meets 100% of the qualification requirements for this position.

TRAVEL MANAGEMENT - Assists travelers and travel planners in interpreting and applying travel regulations, policies, and procedures.

HUMAN RESOURCES MANAGEMENT - Understands and applies knowledge of Federal and/or private sector Human Resources laws, rules, and regulations.
