Summary

This position is located within the Agricultural Research Service (ARS), Office of Scientific Quality Review (OSQR). The selectee is not required to report to a government office, however, the option to work in one of the Agency offices may be available.

In this position, you will serve as the technical lead for the OSQR Project Plan Peer Review (PPPR), providing support for effective construction and management of peer panels for the review of ARS research project plans.

Duties

Help
  • Develops and administers the operating budget for the peer review related programs activities, which includes projecting annual volume and estimates of workload distribution and operating expenses.
  • Ensures the planning, developing, and carrying out of administrative oversight for the review of scientific programs including oversight of the monitoring, coordinating, and documenting of scientific and other professional peer reviews.
  • Provides operational and managerial analysis and reporting on national program management activities and funding required or requested by ARS management and/or other qualified requestors.
  • Works closely with the OSQR Director in collaborations with various Agency representatives and leadership in the development of Agency policy, procedures, and guidance on peer review.
  • Participates with the OSQR Director in short and long-range planning for the organization, as well as need to develop policies, procedures, and guidance on any aspects of peer review programs that OSQR oversees.
  • Facilitates the Project Plan Peer Review (PPPR), which includes providing orientation information to panel chair and panelist and answering questions about review procedures.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.

Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-13 includes one year of specialized experience comparable to GS-12 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience evaluating peer review policies and procedures, technical guidelines, or standards; managing peer panels for the review of organizational project plans; leading a team to meet objectives, milestones, timelines, or deadlines; and presenting informational trainings and leading reviews of project plans or peer reviews.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
