Summary

This position is located in R6, on the Malheur National Forest, John Day Oregon.

This position incumbent serves as the Range Monitoring Coordinator with primary responsibility for the development, planning, and execution of riparian area surveys in critical fish habitat. This includes consulting and providing data to the Fish and Wildlife and National Marine Fisheries Services.

Duties

Help
  • Compiles data and prepares end of year reports required by the Services.
  • Serves as the rangeland monitoring lead and principal contact to coordinate an interdisciplinary team, plan timing of monitoring field work, and communicate with range cons and permittees to schedule appropriate timing of surveys.
  • Maintains a shared calendar with proposed dates of site visits through the season.
  • Applies mastery of the multiple indicator monitoring methodology, and other range monitoring methods to evaluate grazing impacts across sensitive areas of the forest.
  • Inspects grazing allotments for compliance to livestock grazing strategies and management practices that are part of the grazing permit.
  • Insures quality control of collected data. Understands requirements set by the FWS and NOAA Fisheries for riparian monitoring on the forest.
  • Manages agreements with partners to execute site evaluations
  • Supervises 1-2 PSE techs

Degree: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

OR
Combination of education and experience that included 24 semester hours in course work in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position, AND experience sufficient to demonstrate that I possess the knowledge, skills, and abilities required to perform work in the occupation that is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field needed to perform the work of the occupation.

In addition to meeting the basic requirement, you must also possess experience and/or directly related education in the amounts listed below.

Specialized Experience Requirement:
GS-11-one year of specialized experience equivalent to the GS-09 level in the Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities needed to successfully perform the duties of this position. Qualifying specialized experience includes meeting one or more of the following: Participated in developing plans to overcome significant resource problems related to forest management, range management, fisheries and wildlife habitat restoration; Assisted in planning, administering, and evaluating various natural resources and environmental protection programs to ensure proper consideration is given to resource conservation and protection measures; Participated in developing the unit program of work for all aspects or portions of the unit planning program, advising, coordinating, or reviewing the annual operating plans and budgets; Assisted in reviewing or developing standard plans for well-established programs or projects or recommending short-range plans for a component of a forestry resource management program.

TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.

Additional information

Career Transition Assistance Plan (CTAP) or Reemployment Priority List (RPL): To exercise selection priority for this vacancy, CTAP/RPL candidates must meet the basic eligibility requirements and all selective factors. CTAP candidates must be rated and determined to be well qualified (or above) based on an evaluation of the competencies listed in the How You Will Be Evaluated section. When assessed through a score-based category rating method, CTAP applicants must receive a rating of at least 85 out of a possible 100.

Land Management Workforce Flexibility Act (LMWFA) provides current or former temporary and term employees the opportunity to compete for permanent competitive service positions.
