Duties

Help

This position provides technical direction, oversight and guidance for the implementation of policies, evaluation of operations, facilities and equipment and functional operations of a year-round, comprehensive Outdoor Recreation Rental program.

The incumbent is responsible for all aspects of the Outdoor Recreation Gear Issue and RV and Boat Storage Lot, maintenance repair or MWR rental gear (camping trailers, utility trailers, boats, canoes, kayaks, and amusements, etc).

Prepares, administers and monitors the annual APF and NAF budgets. Insures proper internal controls are established to protect income, minor property, fixed assets, supplies, records, etc. Accounts for all program funds.Establishes and conducts ongoing preventative maintenance program for the facilities, equipment and vehicles to provide for safe and reliable service. Keeps the proper equipment and associated gear/ safety features, requiring research on new developments in the outdoor equipment field and knowledge of all safety regulations. Performs other related duties as assigned.

SUPERVISORY STATEMENT

Directly supervises (1) NA-10 Marine Motor Mechanic, (2) NA-07 Maintenance Workers, (1) NFOI Recreation Aid, and (1-2) military personnel as assigned. Responsible for scheduling of staff to ensure all program commitments are met, evaluates performance, makes recommendations for awards and/or corrective or disciplinary actions, approves/disapproves leave. Interviews and recommends applicants for selection or promotion.

  • Physical exertion includes prolong standing and bending, lifting up to 45 pounds unassisted, assistance in objects weighing over 45 pounds.
  • Employee is subjected to normal hazards associated with mechanical work such as moving machinery, solvents, chemicals, noise and dust. Work is typically done indoors and outdoors.
  • This position is designated ALPHA personnel for inclement weather and may be required to work overtime with compensation to cover mission needs.
  • This position is subject to an irregular tour of duty which includes weekends and holidays.
  • Must possess and maintain a valid driver's license as travel is required in the performance of duties.

Qualifications

A qualified candidate must possess:

Must demonstrate leadership skills and possess a comprehensive knowledge of wide range concepts, principles and practices relating to the authorization and development of Outdoor Recreation programs. Skill in the application and utilization of such knowledge and commitment to the standards and procedures of sound environmental practices, Coast Guard, and motor vehicle (trailer) and all applicable state/local regulations, policies and directives.

A demonstrated knowledge of the current techniques of operating a financial establishment, including some experience with point-of-sale cash register equipment, basic computer software, accounting and budgeting functions. Must be experienced in providing exceptional customer service to all patrons and training subordinate staff to provide the same.Skill in assessing the needs of patrons and determining what programs/equipment will be of interest to patrons. Ability to market the program and motivate eligible patrons. Must possess the skill and knowledge to analyze cost/income to achieve a self-supporting operation/program.

Ability to plan schedules and supervise work to achieve the most efficient utilization of facilities, employees and equipment. Ability to problem solve, improvise, when necessary, work under pressure and handle crises effectively.
