Help
  • Primarily supports the bureau/office providing funding for the position, manages the full cycle recruitment process for the Crisis Operations Team, engaging in tactical and strategic sourcing to attract, identify, and place top talent.
  • Provides operational, policy and technical guidance on classification and position management issues to the Crisis Operations Team.
  • Develops agency-wide guidance material on the implementation of methods and procedures involving areas that require new or substantially modified work methods or procedures of operational problems or deficiencies.
  • Facilitates delivery of an exceptional customer and applicant experience by providing accurate, thorough, and responsive service.
  • Identifies key policy issues and develops operating policies, procedures, and guidance pertaining to the assigned area of Human Resources operations.
  • Makes conditional and final offers to selected applicants and performs a variety of onboarding/off boarding tasks such as reviewing preliminary documents, requesting security validation, requesting eOPF files for new Crisis Operations Specialist.

  • This vacancy may be used to fill multiple vacancies depending on the needs of the Agency.

  • This is a Time Limited appointment NTE 5 years.

Specialized Experience GS-11: You need at least one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 level in the Federal service. Specialized experience refers to full-time work, while part-time roles are considered on a prorated basis. Qualifying specialized experience includes:

1- Providing human resources (HR) operational support in areas such as Recruitment and Placement, Classification, Employee Relations, Performance Management, HR Development, Employee Benefits, and/or On-boarding for or in support of an international development organization.

2- Supporting the implementation of HR policies that align with organizational standards.

3-Providing operational HR advisory services to resolve complex or sensitive HR issues.


OR

Education: A Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities, to do the work of the position.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 36) by 18. Add the two percentages.

Specialized Experience GS-12: You need at least one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 level in the Federal service. Specialized experience refers to full-time work, while part-time roles are considered on a prorated basis. Qualifying specialized experience includes:

1- Applying complex federal laws, regulations, and policies to provide expert guidance in human resources (HR) functional areas such as Recruitment and Placement, Classification, Employee Relations, Performance Management, HR Development, Employee Benefits, and/or On-boarding.

2- Developing strategic solutions for complex HR organizational issues for or in support of an international development organization.

3- Conducting in-depth analysis on the impact of existing or proposed HR policies, regulations, and/or legislation to provide support in executive-level decision-making.

Please note that qualifying specialized work experience may have been gained through a variety of activities, including residence, study, teaching, business or commercial activities, military service, newspaper work, military or civil government activities, missionary or international relief work, or other foreign work experience. Make sure to document your experience thoroughly in your resume.

Experience includes both paid and unpaid activities, such as volunteer work through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work provides training and experience that can translate directly to paid employment. Qualifying experience, including volunteer experience, that aligns with the duties of this position will be considered.

Education

Please note that this occupational series does not have a minimum education requirement, therefore transcripts are not required during the application process. However, if you choose to substitute education for experience (if allowable), transcripts will be necessary in order to verify your level of education and the courses you have completed.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

The two-phase assessment process of your application starts with determining whether or not you possess the necessary qualifications, followed by determining if you rate amongst our most qualified applicants. We must emphasize including related experience in the first five pages of your resume; while longer resumes will not be removed from consideration, they will not be given any preferential treatment either. The Subject Matter Expert (SME) reviews this section alone when making their decision regarding an applicant's level of competitiveness.

In the first phase, an SME will review your application against the specialized experience statement for the grade level(s) for which you choose to apply. Only applicants who clearly document experience equivalent to the specialized experience requirements in their resume will move to the second phase. Please note that applicants who copy and paste the specialized experience statements in their resume will be removed from further consideration.

In the second phase, our SME will assess your application against the following competencies to find out which of our three categories (Gold, Silver, or Bronze) you fall into. If considered a Gold category candidate, then you will be referred to an interview panel for further consideration. The competencies are:
