Summary

This position is located in USDA, Office of Chief Financial Officer, Office of Associate Financial Officer for Financial Systems (ACFO-FS), Financial Management Services (FMS).

Incumbent serves as a lead Advanced Business Application Programming (ABAP) programmer and is responsible for overseeing and performing a broad range of operational and development functions related to the SAP financial system baseline software, departmental interfaces, and/or data warehouse activities.

Duties

Help
  • Develops, prioritizes and adjusts plans, schedules, milestones, deliverables, and resources in response to changing needs and competing priorities.
  • Evaluates and provides recommendations on new database technologies and architectures.
  • Develops new SAP FIORI and FIORI Elements programs or modify existing applications and recommend solutions for assigned projects related to Systems Applications and Products (SAP) S-4 HANA financial systems.
  • Prepares and delivers formal presentations and briefings to external customers to gain support for system policies and secure system input.
  • Develops SAP modules and complex functions using the Advanced Business Application Programming (ABAP) programming language using the latest SAP S4 Hana software.
  • Instructs or provides guidance to team members on design and project objectives involving the implementation and maintenance of the SAP financial systems.
  • Conducts post-implementation evaluations of existing systems to determine performance and effectiveness and to solve potential problems.
  • Prepares written applications programs and tests and implements newly developed programs.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.
Basic Requirements:
Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. (Note: You must attach a copy of your transcript).
Note: Education: All academic degrees and coursework must be from accredited or pre-accredited institutions.
Specialized Experience:
To qualify for the GS-14:

have at least one year of specialized experience, equivalent to the GS-13 level in Federal Service or equivalent responsibility in the private sector/pay systems that equipped me with the particular competencies to successfully perform as a Information Technology Specialist (Application Software): Such experience includes: 1). Directing, advising, and collaborating on the development, systems design, quality assurance, and implementation of financial system baseline software, departmental interfaces, and/or data warehouse activities; 2) Assisting with the development and documentation of a work breakdown structure and resource loaded project schedule using common project information systems technology and software, including monitoring and reporting progress and performance of projects with regard to scope, schedule, cost, resources, quality, and risk; 3) Developing Systems Applications and Products (SAP) modules and complex functions using the Advanced Business Application Programming (ABAP) programming language, including troubleshooting and correcting SAP module problems; 4) Reviewing and modifying an SAP financial system to respond to revised needs, to analyze and correct deficiencies in the present system, or to provide for the use of new equipment or techniques.

4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
Note: Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

Additional information

This position is identified as a full time remote/virtual position. Salary will be based on location of your residence, in accordance with locality pay area definitions and established pay tables.

Occasional travel may be required for this position.
This position is not included in the bargaining unit.
