This position is located in the Wyoming National Guard's (WY ARNG) Joint Force Headquarters (JFHQ). The primary purpose of this position is to serve as the WYNG Director of Operations (J-3) and as the Deputy Chief of Staff Operations (G-3). Responsible for planning, coordinating, organizational development and integrating JFHQ-Wyoming and WY ARNG operations, to include the operation of the Joint Operations Center (JOC) for Wyoming. Ensures readiness by providing management and synchronization of actions in a variety of functional programs for the directorate. Serves as the primary advisor to the Adjutant General and the Chief of the Joint Staff/Chief of Staff - Army for the formulation of plans, policies, and the programming and budgeting data pertaining to current operations. Provides oversight of military support programs relating to situational awareness, direction, and integration of planning, and joint military/civil support operations. Manages the state domestic operations in support of state joint force operations for National Guard personnel, the counterdrug program, mobilization readiness and state aviation operations. Provides supervision, subordinate guidance and team leadership to civilian, military, and state employees of the Directorate. Performs long term planning and organizational development necessary to accomplish functions essential to Wyoming National Guard Joint operations, training, and readiness missions. Fosters an environment where National Guard employees form teams dedicated to meeting Wyoming National Guard requirements. This position requires military membership and must be a commissioned officer.

KEY REQUIREMENTS:


Must be assessed into WY ARNG before appt. May take up to 120 days.


Must become a member of the Wyoming Army Nat'l Guard before appt.

Officers not assigned to WYARNG must submit an NGB Fm 62E.


Must submit ORB, DA Fm 2-1, or Soldier Talent Profile with application.


Must possess or be able to obtain/maintain a T3/SECRET security clearance.
May be required to successfully complete a trial/probationary period.
Federal employment suitability as determined by a background investigation.
Recruitment/Relocation Incentive MAY BE authorized, if eligible. Subject to funding and TAG approval.
PCS is not authorized in lieu of incentives.

EMPLOYMENT CONDITIONS:
Technicians are paid through Direct Deposit/Electronic Funds Transfer (DD/EFT).
Military Technicians are ineligible for military enlistment, retention, and student loan repayment bonuses. Acceptance of a Technician position over 180 days will result in suspension or termination of these military incentives. Military Technicians in the excepted service will wear the appropriate uniform while performing as a Technician.
Veteran's preference does not apply to National Guard Technician positions in accordance with Title 32 USC 709(f).

CONDITIONS OF EMPLOYMENT:
1. Must be able to obtain and maintain the appropriate security clearance of the position.
2. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
3. Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.
4. Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
5. Duties and responsibilities may significantly impact the environment. Responsible to maintain awareness of environmental responsibilities as dictated by legal and regulatory requirements, WYNG, and its changing mission.

AREAS OF CONSIDERATION:
Referrals of qualified applicants will be issued as follows:

Area 2: All permanent and indefinite Wyoming National Guard (NG) T32 Dual Status technicians employed within the Wyoming National Guard.
Area 4: All current Drill Status Airmen and M-day soldiers of the Wyoming National Guard.
Area 6: Current military members of the US Army, Army Reserves or other states' Army National Guard units. Must be willing/eligible to join the Wyoming Army National Guard as a military member prior to appointment to position.

MILITARY GRADE:
Min Grade Authorized: O-5/LTC (Must have a minimum of 3 years' Time in Grade, AOC Complete, Battalion Command experience or complete shortly after appointment to position.)
Max Grade Authorized: O-6/COL

MINIMUM REQUIREMENTS:
Must possess experience, education, or training in managing or directing, one or more programs, including appropriate supporting service organizations. Supervisory, managerial, professional, or technical work experience and/or training which has provided knowledge of management principles, practices, methods and techniques. Experience using computer and automation systems.

SPECIALIZED EXPERIENCE:
Must possess at least 1 year equivalent to at least the next lower grade level (GS-13). Specialized experience includes analyzing problems, identifying significant factors, gathering pertinent data, and recognizing solutions; preparing reports, plans, policies and various correspondence; evaluating objectives and develop plans to facilitate the availability and effective utilization of various resources. Must have knowledge of the National Guard and its mission and utilized the organizational staff procedures. Experience applying analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of program operations carried out by administrative or professional personnel, or substantive administrative support functions.

AND

Must possess experience managing the function of the work to be performed; and experience which includes leading, directing and assigning work of personnel.

NOTE: Minimum Requirements and Specialized Experience will be used to determine qualifications for the announced position. Applicants must provide from (e.g., 02/2015 - 03/2017 or Feb 2017 - Mar 2017) dates and hours worked per week with description of your specialized experience on the resume.

MILITARY REQUIREMENTS: Selected candidates will be required to be in a compatible military grade and assignment prior to the effective date of placement.
