Help

As an Information Technology Specialist (Applications Software) at the GS-2210-12, some of your typical work assignments may include:

  • The design, documentation, development, modification, testing, installation, implementation, and support of new or existing applications software.
  • Interactive communication with end users and OCA management.
  • Evaluating new technologies, especially upgrades to existing development tools, to assure backwards compatibility with existing applications, to justify acquisition based on cost/benefit analysis, and potential for unresolved bugs which is common in new applications.
  • Designing applications architecture and program codes to multi-tier client/server model that isolates and optimizes components for data access, business rules and user interfaces.

IMPORTANT NOTES:
  • The Term Appointment does not confer competitive status, reinstatement rights, or eligibility for non-competitive conversion to a permanent job to the individual(s) selected. You may be promoted or reassigned to another term position within SBA's Office of Capital Access; however, you may not be non-competitively appointed to another Federal position. You will be given an initial Term Appointment lasting more than 1 year, but not more than 4 years. If all other conditions of employment are met, this appointment may be extended, up to a total of four (4) years in increments determined by SBA.
  • If selected, employees work on an intermittent (on-call) work schedule. This means that employees are in a pay status only when activated to respond to workload needs, especially in response to heightened disaster activity. When no longer needed, employees return to a non-pay status until the next event necessitates additional staff.
  • However, depending on the workload and/or level of disaster activity, your work schedule may be changed to full-time. Subsequently, if the workload decreases, your work schedule may be changed back to intermittent.
  • Additional selections may be made from this announcement if identical vacancies occur within 180 days from the closing date.
  • This is not a bargaining unit position.

Qualifications

This position has an individual occupation requirement (IOR) that must be met to be considered. Please ensure to read the following section to ensure you meet these requirements.

Basic Requirements:

GS-12: Individuals must have IT-related experience demonstrating each of the four competencies listed below. The experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

To receive credit, you must indicate the month and year as well as the average hours worked per week for each employer. Average work hours must be stated on the resume to quantify each period of work experience or that experience will not be credited toward meeting the specialized experience requirement.

You must address the specific specialized experience required for each grade level of this position on your resume or application or you will be rated "Ineligible" for that grade level.

GS-12: One year of specialized experience, equivalent to the GS-11 grade level in the Federal service, obtained in either the private or public sector. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT.
  • Perform application development using Azure DevOps, MS Visual Studio (.NET), MS Office and MS SQL Server for delivering and supporting information technology systems and services.
  • Communicate in writing with customers to identify and deliver application and software requirements.
  • Identify problems and determine solutions following internal system development methodologies or industry standards; and
  • Analyze organizational requirements, and/or current software and database systems to determine cost effectiveness and short/long-term benefit.

You will be evaluated for this job based on how well you meet the qualifications above.

In order to be considered for this position, you must complete all required steps in the process. In addition to the application and application questionnaire, this position requires an online assessment. The online assessment measures critical general competencies required to perform the job.
