Help
  • At the full performance level (GS-11), the incumbent will have the following duties:
  • Negotiating differences in scope, direction of change, and costs of labor, materials, equipment, overhead, etc., at issue with the contractor.
  • Reviews contractor's proposal against prepared government estimate.
  • Responsible for evaluating its design feasibility and cost effectiveness.
  • Conducting any necessary coordination with project personnel, using agency representatives, District personnel .
  • Provide comprehensive advisory and technical services on functions and practices to all other members of the assigned program or project team.
  • Provide comprehensive management advisory and technical services to investigate the need for contract change orders.
  • Prepares documentation of contract modifications.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • At the full performance level (GS-11), this position requires a Contracting Officer's Representative (COR) Type B Certification with 24 months of employment.
  • This position has a Temporary Duty (TDY) or business travel requirement of 25% or less of the time.
  • The duties of this position require the Incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • This position requires the Incumbent to wear appropriate personal protection equipment (PPE) such as hard hats, steel-toed boots, and eye and/or ear protection while performing regular and recurring construction site visits.
  • This position includes recurring lifting of light to moderately heavy items weighing less than 50 pounds such as testing or measuring equipment; and regular visits to construction sites.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience for GS-809-08: One year of specialized experience which includes:(1) Applying cost and price analysis techniques; (2) Assist in review of contract requirements; (3) Preparing detailed correspondence and administrative documents; and (4) Coordinating with using agency and contractor personnel. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).
