Summary

As a Purchasing Agent, you will perform a variety of analysis pertaining to procurement, financial systems, and management activities to facilitate the acquisition of supplies, services, and repair and alterations services for Federal Buildings.

Help

This position has job functions that must be executed within specific geographic locations. The official duty station is a federal facility, leased space, or an alternative worksite (typically the employee’s home) within the specified geographic area. You will be expected to report to a specific GSA duty location at least one or more days a pay period depending upon the terms of the agency’s telework policy.

  • Develop building maintenance contracts to solicit skilled repair and/or alteration services.
  • Develop purchasing contracts to procure supplies and/or equipment, including complex mechanical equipment.
  • Prepare detailed solicitation documents for Invitation for Bids (IFB) and/or requests for proposals (RFP).
  • Utilize historical data to analyze requisition or project proposals and/or contract modification requests for reasonableness.
  • Review completed documentation for accuracy, adherence to established policies, and/or completion of corresponding duties.
  • Review cost reports to identify any discrepancies that necessitate corrective action(s).
  • Review mandatory sources of supply, supply schedules, excess property lists, and/or store stock catalogs to determine the most advantageous method of procurement.
  • Write competitive solicitations (packages) for items or services that exceed open market financial quotations.
  • Processes completed procurement actions for payment.

The GS-09 salary range starts at $67,743 per year.

Specialized Experience:  To qualify, you must have at least one year of specialized experience equivalent to the GS-07 level or higher in the Federal service. Specialized Experience is utilizing specialized technical purchasing methods and procedures for complex purchases, including the solicitation, negotiation and awarding of bilateral purchase orders for unique equipment or services.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities.  Your responses to these questions must be supported by your resume or your score may be lowered.

  • Knowledge of methods and practices to perform purchasing work that includes negotiating and awarding purchase orders through formal and informal contracting methods.
  • Knowledge of principles and practices used to monitor contractor performance and to solve problems relating to contract modifications, progress, and payments.
  • Knowledge of common business practices regarding sales, pricing, discounts, deliveries, stocks and shipments of services and/or supplies to assure adequate bidding competition, evaluate bid responsiveness, and evaluation of the offerors.

Additional hurdle assessments, such as narrative responses or other assessments, may be administered to applicants who meet the requirements of the first hurdle, e.g., the minimum qualification requirements. If additional assessments are used, you will be provided with further instructions.

Consideration will be given to performance appraisals and incentive awards in merit promotion selection decisions in accordance with 5 CFR 335.103(b)(3). You should list any relevant performance appraisals and incentive awards in your resume so that information will be taken into consideration during the selection process.  If selected, you may be required to provide supporting documentation.
