As a Human Resources Specialist, you will perform the following duties:

Duties at the GS-07 Grade Level

  • Resolve technical problems related to processing a wide variety of personnel and payroll actions through a variety of Human Resources Information Systems. Process personnel actions and benefit documents to ensure that processing is in conformance with Office of Personnel Management and GSA regulations and procedures.
  • Facilitate, track and monitor requests for future system requirements and enhancements for modules within the system. Maintain current on the development status and functional capabilities of HR Links and other systems to eliminate or minimize duplication of functions. Coordinate with respective functional subject matter expert to analyze and interpret the request and impact on current processes and procedures.
  • Routinely monitor system entries to assess operational status. Coordinate with respective facilities to provide additional training and/or instruction when concerns are identified.
  • Maintain a log utilizing Google Docs which includes information on the date, the nature and origin of end user request and the date and nature of resolution.
  • Provide technical advice to staff and serviced organization officials to ensure timely implementation of new subsystems and/or enhancements to existing system. Respond to customer inquiries via telephone, email, and personal contact.

Duties at the GS-09 Grade Level

  • Process personnel actions and benefit documents to ensure that processing is in conformance with Office of Personnel Management and GSA regulations and procedures. Resolve technical problems related to processing a wide variety of personnel and payroll actions through a variety of Human Resources Information Systems.
  • Facilitate, track and monitor requests for future system requirements and enhancements for a modules within the system. Maintain current on the development status and functional capabilities of HR Links and other systems to eliminate or minimize duplication of functions. Coordinate with respective functional subject matter expert to analyze and interpret the request and impact on current processes and procedures. Conduct extensive research including reviewing personnel action history, error messages, system requirements and capabilities, interface between HR Links, PAR systems, and other Human Resources Information Systems (HRIS) relevant factors to identify the cause of problems and to develop workable solutions. Provide information and coordinates with Payroll, information technology staffs, and users to resolve problems. Take appropriate corrective actions and explains to users the source of problems and the steps required to resolve the problem.
  • Provide nationwide help desk services for GSA Nationwide employees. Provide technical advice to staff and serviced organization officials to ensure timely implementation of new subsystems and/or enhancements to existing system. Evaluate problems, trends, and patterns and determines the need for user training, application modifications, or other solutions to resolve wide-spread problems. Provide feedback to management along with recommendations for improvements. Provide customer training and on-site assistance as needed.
  • Respond to customer inquiries via telephone, email, and personal contact. Maintain a log utilizing Google Docs which includes information on the date, the nature and origin of end user request and the date and nature of resolution.

Please Note- The salary listed in this announcement is based on the Rest of US locality pay scale, if the position is filled in another locality pay area, the corresponding pay table would be used. The locality pay for each geographic area: 2024 OPM General Schedule Pay Tables.

The GS-07 salary range starts at $49,025 per year.

The GS-09 salary range starts at $59,966 per year.

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

SPECIALIZED EXPERIENCE:

GS-07 Grade Level

To qualify, you must have at least one year of specialized experience equivalent to the GS-05 level or higher in the Federal service. Specialized experience is experience in applying the rules, regulations and procedures for processing personnel and payroll actions and providing technical information and assistance on the interpretation and application of rules, regulations, and procedures necessary to process various personnel actions. 

OR Education: One full year of graduate level education or Superior Academic Achievement (SAA). To claim SAA, submit documentation of one of the following:

Superior Academic Achievement (SAA) at the baccalaureate level is fully qualifying at the GS-7 level. To claim SAA, submit documentation of one of the following:

  1. Class standing - You must be in the upper third of your graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses.
  2. Grade-point average (rounded to one decimal point) of:
    1. 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of your curriculum; or
    2. 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in your major field or the required courses in your major field completed during your final 2 years of the curriculum.
  3. Election to membership in a national scholastic honor society in one of the national scholastic honor societies listed by the Association of College Honor Societies.

GS-09 Grade Level

To qualify, you must have at least one year of specialized experience equivalent to the GS-07 level or higher in the Federal service. Specialized experience is experience in applying the rules, regulations and procedures for processing personnel and payroll actions, through awareness of automated personnel systems and their interfaces; and a working proficiency of other federal personnel functional specialties in staffing and position classification. 

OR Education: Possess a master's or equivalent level degree or 2 full years of progressively higher level graduate education leading to such a degree or an LL.B. or JD. 

OR Combination of Education & Specialized Experience: A combination of graduate level education and appropriate experience that together meet the qualification requirements of this position.

GS-07:

  • Knowledge of the principles, practices, laws and precedents, which apply to information technology, data management, and the processing of personnel actions.
  • Knowledge of, and skill in applying established HR data standards; data contained in HR information systems such as Government Retirement and Benefits Platform (GRB), HR Links, electronic Official Personnel Folder (eOPF), Business Objects, etc. and established information technology principles sufficient to translate HR business practices into information system requirements.
  • Knowledge of methods and procedures for developing technical documentation from HRM actions; and skill in applying methods to train users on established practices and uses of the system(s) sufficient to develop and maintain manuals, instructions and operating procedures for a portion of the HR information systems assigned.
  • Ability to communicate orally and in writing.

GS-09: 

  • Knowledge of the principles, practices, laws and precedents, which apply to information technology, data management, and the processing of personnel actions.
  • Knowledge of established HR data standards; data contained in HR information systems such as the Government Retirement and Benefits Platform (GRB), HR Links, electronic Official Personnel Folder (eOPF), Business Objects, etc.; and established information technology principles sufficient to translate HR business practices into information system requirements.
  • Knowledge of methods and procedures for developing technical documentation from HRM actions; and skill in applying methods to train users on established practices and uses of the system(s) sufficient to develop and maintain manuals, instructions and operating procedures for a portion of the HR information systems assigned.
