This National Guard position is for a AIR TRAFFIC CONTROL SPECIALIST (TERMINAL), Position Description Number PDT5914400 and is part of the Mississippi National Guard.
This vacancy is open to current Federal Excepted Technicians employed by the Mississippi National Guard. This can be a temporary, indefinite or permanent technician.
As a AIR TRAFFIC CONTROL SPECIALIST (TERMINAL), GS-2152-11, you will serve as the Chief, Air Traffic Control (ATC) Training and Standardization for air traffic controllers assigned to the control tower and radar air traffic control facilities; serves as the primary Federal Aviation Administration (FAA) Air Traffic Control Specialist (ATCS) and Control Tower Operator (CTO) Examiner, Air Traffic Control Simulation Equipment (ATCSE) Specialist/Administrator, and the Airfield Automation System (AFAS) Administrator. Additionally, to provide, tower and radar air traffic control services to military and civilian aircraft operating under Instrument Flight Rules (IFR) or Visual Flight Rules (VFR); provides terminal Air Traffic Control, (ATC) services within the delegated airspace; operates ATC equipment ensuring proper alignment of such equipment, which will result in a satisfactory usability status for control of aircraft.The organizational location of this position is: Various Air Traffic Control (ATC) organizations within the Air National Guard.
1: Responsible for the strategic planning, development, integration, and implementation of the air traffic control upgrade/qualification training program at an ATC facility in the Air National Guard. Develops and establishes training program plans, policies, content, syllabi and metrics. Ensures program initiatives and processes meet short and long term training requirements and are aligned with FAA/USAF/ANG and local facility ATC objectives and standards. Implements innovative and effective training solutions by incorporating existing and emerging learning technologies into training program. Coordinates training objectives and requirements with FAA, USAF/ANG higher headquarters, and ATC staff to ensure program meets mission requirements. Ensures all required training is accomplished in accordance with established guidelines, directives, and instructions.
2: Manages and administers the ATC Quality Assurance Program and FAA ATC certification/rating program in accordance with FAA and USAF/ANG rules, regulations and guidelines. Inspects, evaluates, and analyzes existing, newly developed and revised ATC procedures for safety and compliance with FAA, USAF/ANG and DoD guidelines and directives. Identifies and reports deficiencies in operational procedures to proper authorities as necessary. Serves as primary FAA ATCS and CTO examiner; conducts position certifications, facility certifications, and special evaluations, in accordance with FAA, USAF, ANG, and local ATC guidance, standards, and objectives.
3: Air Traffic Control Simulation Equipment (ATCSE) Program Specialist: Manages and Administers the Air Traffic Control Simulator Program and Equipment. Responsible for system analysis and design, training, programming operations, maintenance, systems management, and technical support for all facility simulator equipment to include, Tower Simulator System (TSS), Simulation and Integration of Ground Network and Links (SIGNAL), Precision Approach Radar Training Simulator (PARTS). Develops and maintains extensive library of realistic simulation training scenarios to support the facility ATC Training Program.
4: Directs VFR/IFR aircraft movement in high density, extremely complex air traffic control environment using FAA, USAF, ANG, rules, regulations, guidelines and procedures. As required, directs air traffic control operations and activities in the tower and radar facilities. Initiates and issues air traffic control instructions and clearances for military/civilian aircraft operating in VFR and IFR environments. Maintains a safe, orderly and expeditious flow of aircraft and vehicular movement. Ensures adequate separation is maintained between aircraft by considering aircraft characteristics, runway and airspace restrictions and limitations, minimum separation requirements, and other environmental factors.
5. Airfield Automation System (AFAS) Administrator: Responsible for systems design and analysis, training, programming operations, maintenance, and systems management. Ensures required information and operation complies with local and higher headquarters directives. Ensures system updates and enhancements are coordinated with higher headquarters and Vendor personnel, as required.
For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license.

Qualifications
GENERAL EXPERIENCE: - All series personnel must be certified at the next higher level before being eligible for that level and must have a minimum of one year on-the-job experience in the grade immediately below the next higher level. Must have the education and validated understanding of the basic principles and concepts of the occupational series and grade. Experiences, education, or training that demonstrated the ability to follow directions and to read, understand, and retain a variety of instructions, regulations, and procedures and that otherwise demonstrates the ability to perform or learn to perform the duties of the position.
SPECIALIZED EXPERIENCE: Must have at least 12 months experience equivalent to at least GS-9 or GS-10, respectively. Must be a graduate of a formal DoD/DOT basic air traffic control course and be able to obtain and maintain a facility-rating in a single ATC facility (Radar Final Control (RFC)/Ground Controlled Approach (GCA)/Control Tower). A GS-10 is the first level of independent performance of all control functions in non-approach and non-radar approach control terminals. Under general supervision, the GS-10 or GS-11 terminal controller performs regular duties in terminal operations, issuing control instructions to aircraft operating under visual or instrument flight rules or combinations of both. Have some experiences in a military or civilian as an Air Traffic Controller in a single ATC facility-rated control tower air traffic facility. Initiated and issued air traffic control clearances, instructions and advisories to ensure safe, orderly and expeditious flow of air traffic under instrument and visual flight rules. Experienced in conducting ATC facility training. Experienced in briefing shift personnel on runway utilization, airfield conditions and weather/ground activities. Prepared and updated flight following maps. Performed some shift supervision duties in a tactical or fixed tower, radar, or AIC. Experienced work as a tactical air control team (TACT) leader in a tactical terminal control system (TTCS) or have experiences on deployed teams to remote areas to secure and set- up forward area refueling and rearming points (FARPS), LZs, HLZs, DZs and PZs. Maintained current DoD and DOT/FAA publications, ATC facility logs, forms, records and situation maps. Assisted in the preparation of TERPS.???????

A GS-11 and higher Air Traffic Control Specialist is a graduate of a formal DoD/DOT basic air traffic control course and will obtain and maintain facility-ratings in dual ATC facilities (RFC/GCA/Radar Approach Control (RAPCON)/Control Tower). This level includes a variety of assignments and work situations in the terminals. A GS-11 is typically the first full performance level of control work in radar approach control terminals. Also included at this level are full performance level control positions in non-approach control and non-radar approach control terminals where the performance requirements are substantially higher than at the GS-10 level.
There are no substitutions allowed for education to replace specialized experience for the air traffic controller positions.

MEDICAL REQUIREMENTS:
In general, ATC specialists must have the capacity to perform essential functions of air traffic control operations without risk to themselves or others. Must have normal color vision; must meet the physical demands rating for heavy lifting work; and, must qualify physically in compliance with Department of Defense (DoD)/Federal Aviation Administration (FAA) medical standards.
OTHER REQUIREMENTS
Must possess or be able to obtain a National Agency Check, Local Agency Checks and Credit (NACLC) according to applicable DoD Instructions, Army or Air Force regulations, upon appointment. All air traffic control positions require a security clearance (Secret or Top Secret) and the applicant must possess or be able to obtain the proper clearance within one year of appointment.
Must have a valid state driver's license for the state in which he or she lives or is principally employed.
Must not have any disciplinary action (Article 15 or court-martial) for engaging in an unprofessional or inappropriate relationship as defined in applicable DoD Instructions concerning Army and Air Force Professional and Unprofessional Relationships.
