Duties

Help

As an Administrative Support Assistant, you will perform the following duties:

  • Provides expert assistance with a full range of secretarial, computer, and administrative management duties and responsibilities to ensure an efficient, effectively run organization.
  • Process all relevant documentation for acquisitions, travel, property, security, IT/ computer system accounts, publications and editorial support, and time & attendance and leave administration.
  • Answers inquiries of a routine nature as well as to in-depth questions about the functions and processes. Provides administrative support to supervisors, managers and other employees in day-to-day operations and overall office management.
  • Communicates with service providers, technical staff, management, and outside organizations.
  • Uses computerized databases to maintain records and automated tracking system(s) for summary information, data retrieval, reports, or document control. Operates the purchase card system, WebTA, and Microsoft Office suite software programs.
This Job Opportunity Announcement may be used to fill other Administrative Support Assistant ZS-0303-4/5 positions within the Department of Commerce in the same geographical location with the same qualifications and specialized experience.

Qualifications

Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. This position is being filled under the DOC Alternative Personnel System (CAPS). The system replaced the Federal GS pay plan structure. Under CAPS, positions are classified by career, pay plan, and pay band. Non supervisory positions cap out at interval 3 of the band.

The ZS-4 is equivalent to the GS-7/8 grade levels. To qualify at the ZS-4 level, you must meet one of the following:

Specialized Experience: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Applicants must possess one full year (52 weeks) of specialized experience equivalent to the GS-06 grade level in the Federal Service. Experience for this position includes:

  • Processing routine documents and administrative work such as time and attendance/ leave requests, travel, fiscal or procurement; and
  • Providing customer service for an organization or business responding orally to inquiries and requests for information and
  • Using computer software applications to compose a wide variety of business documents or correspondence and to track administrative records.

OR

Substitution for Education: One (1) academic year of graduate education in a course of study (e.g. Business Administration) that directly reflects the job-related KSAs/ competencies necessary to satisfy the minimum qualifications and perform the duties of the position. An academic year of graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 academic year of full-time study. If that information cannot be obtained from the school, 18 semester hours or 27 quarter hours is considered satisfying the 1 year of full-time study requirement.

OR

Combination of education and experience: A combination of the above graduate-level education and experience.

The ZS-5 is equivalent to the GS-9/10 grade levels. To qualify at the ZS-5 level, you must meet one of the following:

Specialized Experience: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Applicants must possess one full year (52 weeks) of specialized experience equivalent to the GS-8 grade or ZS-04 pay band level in the Federal Service. Specialized Experience includes:

  • Coordinating and examining administrative work documentation that includes travel plans and reimbursements, time and attendance records, property management & inventory, financial tracking, or personnel records; and
  • Maintaining a business records management system using computer software applications and,
  • Resolving or responding to administrative process inquiries and problems.

OR

Substitute for Education: A Master's degree or 2 academic years of progressively higher-level graduate education in a course of study (e.g. Business Administration) that directly reflects the job-related KSAs/competencies necessary to perform the duties of the position.

OR

Combination of education and experience: Possess equivalent combinations of the above advanced graduate-level education and experience to meet the total qualification requirements.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
