Duties

Help

The Lead Case Manager is responsible for managing the day-to-day work of a team of case managers who investigate complaints and concerns related to unaccompanied children's experiences in the care of the Office of Refugee Resettlement (ORR), assessing adherence to federal law, ORR policy and procedures, and child welfare standards.

  • Communicates strategic plans, goals, objectives, assignments, and actionable events to the team.
  • Identifies, distributes, and balances the workload and tasks amongst employees.
  • Supports the organization's mission and functions, and how its social, political, and technological systems work and operates effectively within them.
  • Plans and evaluates research or programmatic data collection, evaluation, storage and retrieval.
  • Prepares reports and maintains records of work accomplishments and administrative information.
  • Performs the functions of a Case Manager as needed, including investigative response, communications with stakeholders, site visits, program reviews, and interviews.

Qualifications

Applicants must demonstrate that they meet the Basic AND Specialized Experience requirements as noted below.

Basic Requirement: You must meet one of the items listed below (A, B, or C):
A. Possess a degree in behavioral or social science; or related disciplines appropriate to the position. (Must provide transcripts)
B. Possess a combination of education and experience -- that provided you with the knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. (Must provide transcript)
C. Possess four years of appropriate experience that demonstrates acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

Specialized Experience:
GS-13: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-12 level in the Federal service (obtained in either the public or private sectors) performing (3) of the (4) duties listed below:

  1. Formulate program policies, operating procedures, and/or guidelines related to investigating the care of unaccompanied children.
  2. Conduct investigations related to the care or custody of unaccompanied children to ensure adherence with relevant laws, policies, procedures, and child welfare standards.
  3. Liaise directly with internal and external stakeholders on child welfare matters to obtain feedback, provide technical assistance, develop potential solutions to identified issues, or otherwise address or resolve concerns.
  4. Provide case management and coordinate delivery of services for unaccompanied children, their families, or their sponsors.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to gain employment. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
