Major Duties include:

  • The Supervisory IT Specialist directs the tracking and reporting of ITSM Tool (ServiceNow) Product Owners and process management improvement efforts and manages a list of consolidated, qualified, dismissed, and prioritized ITSM Tool Demands.
  • Directs the development of ITSM Tool Platform Enablement framework (Citizen development and Distributed Development) policy and strategy including short and long-term organizational goals, objectives, and strategic initiatives, as well as business process transformation initiatives.
  • Strong leadership skills to negotiate effectively with management officials to accept and implement recommendations where the proposals involve substantial agency-wide resources, require extensive changes in established procedures, or may be in conflict with the desires of the activity.
  • Provides oversight and coordination across OIT on ITSM tool platform enablement and core platform/products, processes and provides expertise and direction on IT and organizational management concepts, practices, and procedures.
  • Directs the development of ITSM (ServiceNow) platform/products policy and strategy including short and long-term organizational goals, objectives, and strategic initiatives, as well as business process transformation initiatives.
  • Coordinates and conducts presentations and briefings on ITSM (ServiceNow) platform/product services programs and operations to a wide variety of audiences within VA and other government agencies.
  • Directs the tracking and reporting of ITSM Tool (ServiceNow) Platform/Product services process management, improvement efforts and manages a list of consolidated, qualified, dismissed, and prioritized ITSM Tool (ServiceNow) platform/product Pipeline.
  • This position manages, supervises, develops, deliver, and support information technology (IT) systems and services.
  • This position requires knowledge of IT principles, concepts, and methods; e.g., data storage, software applications, networking.
  • This position also performs high level administrative functions.
Work Schedule: Monday-Friday; 8:00 am - 4:30 pm

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement.

GS-14 grade level: One year of specialized experience (equivalent to the GS-13 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization.

Specialized experience includes: leading the development of platform enablement strategies, programs, and processes to support them, overseeing day-to-day development and coordination across VA organizations on ITSM tool (ServiceNow) platform enablement programs, leading the development and maintenance of the platform core products, measuring and communicating key performance metrics for services, and analyzing data to identify service strengths and weaknesses.
