The position is located in test Office of Chief Information Officer, Design and Development Division. The IT Specialist (DevOps System Administrator) will work independently, as well as in a team environment. The incumbent is responsible for managing the operation of the application development environment consisting of operating systems, virtualization strategies application deployment and source code management. Additional responsibilities include application architecture, development of new projects and troubleshooting of existing systems.  

Works as lead administer for a managed Linux based environments using automation tools. Coordinates overall architecture of the development and testing environments from a systems perspective. Evaluates new systems engineering technologies and their effect on the operating environment. Defines the standard configuration of the web hosting and virtualized server environments. Installs and configures applications software and new or modified hardware and operating systems including PHP script, Python, Varnish, and MySQL. Develops an application deployment strategy for the Library. Assists other team members in the deployment of applications and infrastructure components, as needed. Works with other team members to evaluate and promote best practices in the DevOps arena, proposing new tools and technologies that benefit the agency. Plans and analyzes the systems configuration and the need for changes to support the organization's program of work. 

Works in coordination with other organizations to develop and maintain infrastructure standards and policies. Develop and coordinate lifecycle development processes and tools to facilitate agile development methodologies. Coordinates the work of others staff 'members. Provides not only day to day operational support, but also provides a roadmap and vision to continue to grow and adopt new technologies into our development environments. Works with team lead to help set priorities and technical direction of the development environment. Assists and promotes a loosely coupled service-based approach to designing and implementing web delivery architecture, including areas such as virtualization, redundancy, fail-over, clustering and caching strategies. 
Participates in application design sessions, creating system design ·documents. Creates re-usable, service-based components that promote best practice application architectures and designs. Familiar with security aspects of web development.  
Facilitates problem solving activities with development teams. Identifies areas where web infrastructure needs modifications or enhancements to enable the application development process. Provides guidance to other system administrators on· best practices to maintain the development environment and support the rapid development and testing of web-based solutions through the use of tools such as PHP, Subversion, Git, Jenkins and Confluence. Supports large scale systems both in terms of data and usage. Identifies problems with search, indexing, and crawling technologies like Lucene and SOLR. 

Balances competing requirements to design, program, test, modify and integrate multiple applications and shared components. Coordinates with other specialists to ensure security, privacy, and interoperability of applications under development. Independently diagnoses and resolves trouble calls. Ability to work with customers providing general support for web applications and technologies.  
Identified future-state objective for the entire development environment. Conducts analysis and prototypes using new technologies to help move the overall environment forward. Assign research tasks to other team members as required to do the analysis of these future objectives. Provides analysis and advice on program related information technology (IT) issues or problems where new analytical techniques must be developed to identify and evaluate findings. 

Learns new technologies and applies this knowledge to future IT developments and applications. Identifies issues relevant to Library of Congress Web services based on Library web operations and changing program requirements. Makes recommendations directly related to improving the development and operational support of Library of Congress web properties.

The salary range indicated reflects the locality pay adjustments for the Washington, D.C., Metropolitan area.

The incumbent of this position will work a Compflex; or Flextime; or Maxiflex work schedule.

This is a non-supervisory, bargaining unit position.

Relocation expenses will not be authorized for the person(s) selected under this vacancy announcement.

This permanent position is eligible for 100% distant telework/remote.  The salary range advertised reflects salary for the Washington DC Locality Area.  The actual salary range for candidates outside of the Washington DC Locality Area may differ.

Qualifications

Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision.

Knowledge of Linux administration and software development technologies. **

Knowledge of web infrastructure, related to security, scalability and performance. **

Ability to research and analyze technology problems and issues.

Ability to interact collaboratively with others.

Ability to communicate effectively other than in writing.

Additional information

Although it is the Library's policy to afford the maximum pay benefit to employees when setting rates of pay, a new appointee who has had no previous Federal service will generally be paid at step one of the grade.
