Summary

As an Equipment Specialist, you will serve as a technical authority in the development, application, and interpretation of HVAC systems and equipment inspection and program evaluations, specializing in HVAC systems/equipment, central refrigeration plants, and maintenance management.

Location: Public Buildings Service, Facilities Management Division in New Orleans, LA.

Duties

Help

  • Develops and performs assigned projects to improve and validate existing HVAC systems; review, comment and make recommendations involving mechanical drawings specifically dealing with HVAC systems.
  • Prepares and/or reviews workload documentation in conformance with the current guidelines to establish a basis for determining funding and/or staffing levels for GSA-owned or operated facilities throughout the region.
  • Serves as the regional technical authority on HVAC systems by inspecting and troubleshooting installed HVAC systems and chiller systems in federal facilities, recommending specific repairs, modifications and/or replacements as required.
  • Prepares and analyzes cost and work measurement reports for building and building envelope systems and/or equipment. Prepares contract specifications for operation and maintenance, full maintenance, or commercial facility management type contracts. Makes recommendations for program funding with customer service center operations in all Government-owned and leased buildings relative to all types of building and building envelope systems.
  • Prepares inspection reports for the purpose of identifying and recommending solutions to problems involving Building Mechanical Systems, lack of personnel, materials, poor workmanship, conditions in need of repair, additional training requirements, and various other related concerns.

The GS-12 salary range starts at $86,962 per year. If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

To qualify for the GS-12, you must have at least one year of specialized experience equivalent to the GS-11 level or higher in the Federal service. Specialized experience is experience in the development, application, and interpretation of HVAC systems; equipment inspection; and preventive maintenance programs. Experience must also include providing technical guidance on sustainability, energy, and operational issues to improve efficiency; and the preparation and/or analysis of cost and work measurement reports for building systems.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

We will use a method called Category Rating to assess your application. Here’s how it will work:

You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities:

  1. Ability to read and interpret blueprints, electrical and mechanical schematics, Energy Management Control System sequence of operations, work orders, change orders and operating manuals.
  2. Ability to survey building envelope systems/equipment and their usage and prepare evaluative reports and recommendations on maintenance functions, operations, techniques and procedures.
  3. Knowledge of engineering practices and principles as related to HVAC and refrigeration systems, all types of HVAC control and Energy monitoring/Control Systems, electrical, plumbing, roofing, and internal/external architectural/structural systems.
  4. Knowledge of regulations, directives, orders, handbooks, desk guides and policy, Federal Acquisition Regulations, specific service contracts, fire and safety regulations, OSHA and EPA regulations and directives.
  5. Knowledge of the principles, practices and procedures used in the overhaul, maintenance, modification, and repair of building and building envelope equipment and systems.

Your answers to the questions will be used to place you in one of the following categories and standard score ranges: 

  • Best Qualified = Candidates scoring between 95 - 100
  • Well Qualified = Candidates scoring between 85 - 94 (Well Qualified for CTAP/ICTAP)
  • Qualified = Candidates scoring between 70 - 84

Within each category, veterans will receive selection priority over non-veterans.
