Duties

Help
  • Serves as a special assistant with responsibility for furnishing expert advice and timely decision support to OB leadership in a host of subject areas noted for their complexity and nationwide scope.
  • Develops procedures and methods to budget at the OPDIV level for long-range funding, plus adjusts to specific annual conditions to meet changing program needs.
  • Develops procedures to link budgetary and program information to meet reporting requirements and assist policy executives and line managers in meeting their program responsibilities.
  • Develops and coordinates budget policies and methods to ensure consistency of approach, validity, and quality in the accomplishment of NIH program management objectives.
  • Provides advice on budget and financial policy issues that cut across the full spectrum of NIH programs and funding mechanisms.
  • Provides expert analysis and advice on a range of complex financial matters to leadership officials, program managers, and professional staff, including authoritative interpretations of budgetary policy and guidance.
  • Provides support to managers and program specialists in the budget formulation process.
  • Develops NIH-wide current-year funding levels as well as future-year requirements that include extramural or intramural programs, administrative activities, and infrastructure investments.
  • Analyzes distribution of funds across IC and Program Office components, analyzes actual expenses as compared to plans, makes projections, and indicates adjustments in plans necessary to maintain equitable program balance.
  • Serves as the NIH technical lead for preparation and coordination with OHR of tables and narratives that comprise OMB-required Contingency Planning submissions involved with potential Federal government shutdowns.

Qualifications

You qualify at the GS-14 level, if you meet the following qualification requirements:

You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-13 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: independently performing all the administrative duties spanning across all phases (i.e., formulation, presentation, execution, modeling, evaluation) of the budget cycle. This specialized experience includes responsibilities such as: 1. Leading all phases (i.e., formulation, presentation, execution, modeling, evaluation) of the budget cycle. 2. Projecting/revising cost estimates for annual operating budgets (e.g., contracts, travel, supplies, employee salaries). 3. Providing expert advice and technical assistance with cost analysis, fiscal allocation, and budget preparation/adjustments to management. AND 4. Creating/implementing financial management system procedures to prevent overspending and unauthorized release of funds.

  • At the supervisor's discretion, this position may offer work schedule flexibilities such at telework (work from home on a regular basis or ad hoc basis but reports to the office at least once a week/two days a pay period), compressed schedules, and flexible schedules.
