The incumbent is viewed as a technical advisor in the application of project management principles and procedures. The incumbent participates in and contributes to design-led ideation, research, and product development paired with an Agile project management workflow and will oversee complex, cross-business line projects with agency-wide impact. These projects may involve customer experience, digital service delivery, and qualitative and quantitative research on high-performance green buildings, sustainable procurement, and related topics. The other following duties performed by the incumbent are:

  • Applies a thorough understanding of the principles of project management and planning and strategic communications for high-performance buildings and sustainability related programs. Coordinates the office's response to assigned projects including the Information Technology needs for digital communications spanning content development, platform modernization, emerging security requirements, accessibility, and pursuing opportunities to adopt cloud-based data sharing and analytics strategies. Evaluates project objectives and recommends the preferable project delivery process, procedures, and project plans to the Contracting Officer or Program Manager. Establishes and conducts a process for measuring and evaluating the effectiveness and efficiency of agencies’ IT projects and programs through initiatives such as ongoing performance measures and progress towards program goals and objectives. Performs analyses of collected data and findings and reviews and interprets legislative, regulatory and/or policy guidance to prepare substantive reports.
  • Leads and supports assigned project team in: Representing the Office in ongoing agile software development processes with agency's IT and contracted support vendors and developers. Negotiating and coordinating project plans, budget objectives, and schedules with customers to establish and/or manage customer expectations. Developing scopes of work, schedules, detailed cost estimates, contract criteria, and other pertinent documentation if contractor services are required. Assisting Contracting Officer in negotiating contracts and changes in coordination with agency representatives and manages all phases of a project life cycle. Proactively manages projects by identifying, managing, integrating, and/or adapting resources to achieve project goals while effectively managing scope, schedule, budget, and risk for assigned projects. Acquires and manages fiscal resources. Directs and performs budget planning and execution.
  • Manages a general office communications plan to promote and enhance the effectiveness of policies, activities, and initiatives of the division, the agency and other Federal agencies, and the public. Identifies key messaging needs in conjunction with project managers. Prepares or adapts communications materials including presentations, briefings, articles, reports, videos and others with the support of relevant project team members. Leverages a wide variety of tools, internal and external resources, and media outlets to collect, adapt and promote key messaging in executing the plan.
  • Coordinates the formation and activities of inter-agency panels/working groups to identify common government wide user requirements, evaluate alternative solutions, and recommends the appropriate development and acquisition strategies for high-performance buildings solutions. Conveys findings and outcomes to leadership through the creation and presentation of professional documents, such as Executive Dashboards, slide presentations, and White Papers. Conducts briefings, training sessions, discussions, and negotiations with customers, management, and project teams.

The GS-13 salary range starts at $103,409 per year.  If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service. Specialized experience is experience leading project management facets of an organization’s primary digital communications platforms including a comprehensive, public, sustainability website that provides critical tools and best practices for agencies, companies and the public to learn how to implement high-performance buildings and sustainable procurement.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

You will be evaluated on the questions you answer during the application process, which will measure your overall possession of the following competencies or knowledge, skills, and abilities.  Your responses to these questions must be supported by your resume or your score may be lowered.  

  • Knowledge of project management principles, methods, and practices, including developing plans and schedules, estimating resource requirements, defining milestones and deliverables, monitoring activities, and evaluating and reporting on accomplishments. Knowledge of qualitative and quantitative research methods, an understanding of customer research methods from industry and academia, and modern user research tools, including analytic tools for data analysis. Ability to use computers for business and project management applications.
  • Ability to manage projects impacted by multiple competing priorities and requirements, and to successfully integrate these requirements to meet the goals and objectives outlined. Ability to assess project requirements and develop recommendations that meet goals, as well as integrate the goals and objectives of various other stakeholders. Ability to effectively manage project financial planning and analysis. Use of financial management knowledge, techniques, and innovation to achieve project results on-budget with fiscal integrity. Skill in assessment and evaluation techniques, cost/benefit analysis, acquisition planning, risk management, knowledge management, and forecasting.
  • Ability to clearly articulate results across the full range of projects in the Office of Federal High Performance Green Buildings. Ability to develop and manage communications plans and materials with the support of relevant project members. Ability to manage; present sensitive recommendations to higher authority.
  • Skill in interpersonal relations and in written and oral communications to explain and negotiate requirements and/or implementation of program initiatives. Ability to work with a variety of project leads to identify, manage, and leverage various communications outlets to promote key messaging.
