At the full performance level, GS-12 the major duties of this position include, but are not limited to the following:

  • Supports the annual budget process by updating the authorized project cost allocation annually for special projects
  • Performs an annual allocation of future operation, maintenance, and replacement costs included in the budget documents associated with various projects.
  • Prepares annual allocations of plant-in-service, multipurpose plant, and construction work in progress account balances to be included in annual financial reports and project cost and repayment statements for Projects.
  • Reviews financial aspects of reports on potential water resources developments prepared by other Federal, State, and local agencies; maintaining liaison with representatives of other agencies pertaining to economic and financial studies of mutual interest.
  • Writes technical reports and appendix materials in form required for planning reports, environmental impact statements, water service rate-setting proposals, power marketing studies, water rights settlements, litigation, legislative proposals, congressional hearings, and other special purposes.
  • Tracks progress and corresponding on outstanding audit recommendations within the Financial Services Group, preparing quarterly audit tracking reports on the status and coordinating progress in responding to open audit recommendations within the Region
  • Participates in task force and work group assignments involving other Federal and State agencies dealing with coordination of planning, project formulation, and economic and financial evaluations of resource management and development proposals.
  • Participates in conferences and meetings with representatives of other public agencies, special interest groups, and members of the general public to collect information for ongoing studies and to explain the economic and financial aspects of existing and proposed projects, programs, and policies.
  • Serves on interdisciplinary teams and participating with staff members assigned to other branches and divisions in the formulation and evaluation of resource management, developmental, water marketing, and operational programs.

Qualifications

Minimum Qualification Requirements: To qualify for this position, you must meet the (1) Basic Educational Requirements AND (2) Specialized Experience for the grade to which you are applying.

Basic Education Requirements for both GS-11 & GS-12:
A. Degree: economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus. NOTE: You must submit copies of your transcripts. or

B. Combination of education and experience: courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education. NOTE: You must submit copies of your transcripts.

In order to be qualified for this grade level, after meeting the Basic Education Requirement, you must meet the specialized experience:

GS-11 Specialized Experience: To qualify for the GS-11, you must possess at least one full year of specialized experience equivalent to at least the GS-9 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience but not limited to: Applying quantitative methods and techniques used to evaluate information concerning mathematical, statistical, or economic factors related to energy market conditions or energy industry practices and Drafting reports and/or written results.
OR
B. Education: 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. NOTE: You must submit copies of your transcripts.
OR
C. A Combination of Education and Experience: Combinations of successfully completed graduate level education and appropriate specialized experience that together, meets 100% of the qualification requirements for this position. Only graduate level education in excess of the first two years or 36 semester hours may be combined with appropriate experience. NOTE: You must submit copies of your transcripts.

GS-12 Specialized Experience: To qualify for the GS-12, you must possess at least one full year of specialized experience equivalent to at least the GS-11 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience but not limited to: Developing methods used to gather, analyze and evaluate information concerning critical mathematical, statistical, economic or other relevant factors related to energy market conditions, or energy industrial practices.; Planning and executing a variety of projects pertaining to energy.; Developing strategic planning activities, including program objectives, goals, or measures.
NOTE: At the GS-12 grade level, Education may NOT be substituted for specialized experience.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

This position does not allow substituting education for the GS-12 experience.
