The Area of Consideration is limited to employees serving continuously within the agency - Department of the Army, applying for Time-Limited Assignments.
Serves as environmental program manager such as, but not limited to Clean Water Act, Wastewater, Air, Solid Waste, Hazardous Waste, Toxic Substances Control Act (TCSA) pollution prevention, natural resources, training, budget, noise abatement, ect.
Directs, administers, monitors, and maintains records to ensure the Command is in full compliance with all applicable environmental, regulations and standards, Presidential Executive Orders, DA, DoD and HQ USACE policies.
Works with other program managers in other areas, comparing programs, requirements, and budgets.
Use extensive program knowledge to develop and/or adapt standards for environmental functions across the installation.
Provide direction to Command Environmental Program Managers to ensure environmental compliance throughout APG for the appropriate functional area.
Attend and/or participates in installation program assessments, visits by higher HQ and other visitors.
Conduct on site evaluations to determine program effectiveness.
Review accomplishments of the organization for technical adequacy, consistency, and compliance with policies, procedures, directives, etc. to ensure progress toward goals, meeting of milestones, optimum data conditions, and organizations situations.

PASSPORT AND VISA - This position requires the incumbent to possess or obtain and maintain an official US passport and VISA as applicable based on duty location.
WORK SCHEDULE - This position may entail extended work shifts that last 12-16 hours a day. Lack of sleep may occur due to long working hours.
LIVING CONDITIONS - The incumbent’s living conditions range from having all basic amenities such as including utilities like: light, power, water, and refrigeration; to having none of these amenities.
SECURITY CLEARANCE - This position has been designated as non-critical sensitive as defined in DOD 5200.2-R. The incumbent is required to possess or obtain and maintain, for the duration of employment, a Secret security clearance.
EMERGENCY ESSENTIAL - The incumbent is required to perform the duties and requirements of the position in the event of a crisis until relieved by proper authority. Essential Position Agreement, DD Form 2365, must be completed prior to deployment.
IMMUNIZATION SCREENING - This position requires immunization with the complete Anthrax vaccination series and subsequent annual boosters.

Specialized Experience: One year of specialized experience which includes: Managing environmental programs which includes resolving technical problems, planning objectives for assigned programs, establishing schedules, and providing direction to ensure environmental compliance. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Position may be filled as a time-limited promotion, reassignment or change to lower grade not to exceed (NTE) 1 year by a current permanent Army employee.
