Duties

Help

As an Instructional Technology Specialist, you will:

  • Consult with faculty members and academic departments to identify, facilitate, and implement the use of educational technology in different educational settings.
  • Plan for, develop, and manage the use of IT equipment including but not limited to computer hardware, peripherals, application software, laptops, projectors, video cameras, video conferencing, analog and digital audio recording for multi-media classrooms, designated learning spaces, and instructor stations.
  • Assess the operation of IT systems and equipment for the purpose of ensuring they meet current and future educational needs.
  • Research, recommend, and implement IT purchases and configurations to meet education needs and ensure compatibility with Academy systems and architecture.
  • Coordinate system upgrade projects, including the development of IT maintenance plans, schedules, and budgets in consultation with the Director of Information Technology.

The ideal candidate for this position is an experienced, motivated self-starter with the ability to work independently. Possesses strong technical and analytical skills with ability to plan, configure and install technology to include all hardware, cabling, and other components to support educational instruction. Possesses the ability to think strategically and plan for the development of classroom resources with consideration for best practices in pedagogy and emerging educational technology. Possesses the ability to diagnose and resolve problems ranging from applications, systems, equipment, and connectivity issues, as well as, evaluating existing installations for operational efficiencies and potential risks. Possesses the ability to effectively manage budgets and procurement of equipment and supplies in accordance with federal requirements.

CONDITIONS OF EMPLOYMENT:

  • BACKGROUND INVESTIGATION: You may be required to complete a background/security investigation and meet preliminary requirements prior to onboarding.
  • TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
  • DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed).

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade.


To qualify for the GS-11 on Experience, you must have at least one year of experience equal or equivalent to the GS-09 it must include:

  • Experience in providing operational planning, development, and technical management of instructional technology (IT) systems, IT equipment, and peripheral devices installed in classrooms, simulation centers, and learning spaces, as well as the maintenance of all such equipment. 
  • Experience as a project manager in coordinating system upgrades, developing IT maintenance plans, schedules, and budgets is a plus. Must have current and previous experience with recent educational technology trends and resources.

To qualify for the GS-11 on Education alone, you must have: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.

You can also qualify based on a combination of higher level graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Education Management: Excellent organizational skills, keen attention to detail, the ability to prioritize duties, and a capacity to critical evaluate and quickly learn new educational technologies.
  • Technology Management: Consults with faculty members and academic departments to identify, facilitate, and implements the use of education technology in different educational settings.
  • Technology training & Instruction: Participates in Academy technology and simulation committees to identify instructional goals and objectives and develops long-range technology plans to accomplish them.

  1. Degree: that included or was supplemented by major study in education or in a subject-matter field appropriate to the position.

Combination of education and experience -- courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described in A above.
