Duties

Help
  • Exercise supervisory personnel management responsibilities.
  • Effect minor disciplinary measures such as warnings and reprimands and recommends action in more serious disciplinary matters.
  • Encourage self-development.
  • Explain classification determinations to subordinate employees.
  • Provide national level coordination, operation implementation and policy development and guidance to National Operations Center and other elements located at all organizational levels of Bureau of Land Management on issues related to each program.
  • Responsible for the direction of BLM’s HSPD-12, Identity Management and Drug Free Workplace Initiatives and Drug Testing implementation.
  • Review and revise existing issuance and reference material to ensure conformance with new and existing policies.
  • Provide advice and assistance to State and Center offices and field personnel on the interpretation of legislation, regulations, standards, operating orders and procedures.
  • Reviews and certification of Confidential Financial Filer documentation: coordinate with the Bureau Ethics Official to provide requirements under ethics statutes, regulations, policies and procedures.

Qualifications

You must possess one (1) full year of specialized experience at or equivalent to the GS-12 level that is equivalent in difficulty and complexity. Specialized experience is defined as supervisor, lead or senior Personnel Security Specialist, performing the full range of duties related to background investigations including, completion of processing, tracking and documentation of all completed background investigations, background investigations are properly initiated, scoped, assigned, reviewed and adjudicated, provides planning assessments, coordination and advisory recommendations of complex interrelated issues regarding organization readiness, and support plans to effective management with limited resources; reviews, makes final decisions, and prepares documentation for pre-employment and final suitability, fitness and national security adjudications.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604.
