The Office of Strategic Communication is responsible for using communication to help the agency meet its mission and business goals.

Location of position: GSA, Office of Strategic Communication. Selectee(s) will be expected to report to a GSA Regional Office/Central Office location listed in the Requirements section below. The location of this position will be determined upon selection.

Duties

Help

This position is in the Visual Communications Program Management Office, Office of Strategic Communication (OSC), General Services Administration (GSA). The office has responsibility for the creation and distribution of GSA-produced visual information products, including print and digital graphics, video, audio, and multimedia programs, presentations and live single- and multi-camera broadcasts via satellite and/or the internet. 

Serves as a senior advisor to senior OSC staff and program managers and is responsible for strengthening the agency brand and design work and providing oversight for resolving sensitive and critical issues for visual information products.

Serves as subject matter expert for key programmatic and technical decisions in branding and design areas.

Provides critical analysis of pressing issues and required policy recommendations to management officials in formulating decisions regarding changing responsibilities or business needs, as well as in the design/development and evaluation of ongoing and/or new program issues.

Manages OSC’s branding, design, and graphic arts program for developing and producing visual information products that support agency internal and external communication objectives.

Establishes policies and procedures governing the administration and execution of services of the Design Team.

Recommends new policies, reprioritization of workload, and/or improvements and modifications of established production procedures.

Develops and achieves short- and long-range goals for the Design Team.

Prepares reports, point papers, and correspondence for submission to higher authority.

Plans work to be accomplished and sets priorities. Makes recommendations on ways to improve production and increase the quality of work of the group; gives advice, counsel and/or instruction to employees on both work and administrative matters; and initiates or participates in review and improvement of work methods and the structuring of positions to achieve optimum efficiency.

  • Have your identity and work status eligibility verified if you are not a GSA employee.  We will use the Department of Homeland Security’s e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.

This position has job functions that must be executed within a specific geographic location. The official duty station is a federal facility, leased space, or an alternative worksite (typically the employee’s home) and must be a physical address (not a PO Box) located within approximately a 50 miles radius of the duty location. Positions include routine telework work arrangements that are geographically specific to the location described below.

The GS-14 salary range starts at $122,198.00 per year.  If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service. Specialized experience is defined as experience determining the need for information materials to enhance an organization's brand and design work. Experience must include using a variety of methods and techniques to ensure the planning, designing, and executing of visual information products, including print and digital graphics, video, audio, and multimedia programs, presentations and live single- and multi-camera broadcasts via satellite and/or the internet.

1. Skill in advising on the technical advantages and disadvantages of various formats, styles, media, and methods of reproduction, as well as skill in suggesting those that will best meet the information objectives of each project.
1A. Knowledge of strategic communications planning concepts and practices, project management methodologies, and advanced applications tools and technologies to provide advice on and devise solutions to a wide range of complex problems and issues.
1B. Knowledge of multimedia production methods, techniques, and materials required to depict subject matter into visual information products.

2. Expert knowledge of the graphics, video, audio, and/or multimedia programs, and methodologies and/or policies to provide sound and authoritative technical guidance on all issues related to the assigned program.
2A. Knowledge of two and three dimensional still and motion graphics and artwork software to apply experimental theories and new developments to problems not susceptible to treatment by accepted methods and to make decisions or recommendations significantly changing, interpreting or developing important public policies or programs.

3. Expert analytical skill for applying to a wide range of qualitative and/or quantitative methods for assessing and improving program effectiveness.

4. Skill in selecting photos, illustrations, specimens, or other visual materials from among those provided with the assignment or found to meet or exceed the client’s objective.

Additional hurdle assessments, such as narrative responses or other assessments, may be administered to applicants who meet the requirements of the first hurdle, e.g., the minimum qualification requirements. If additional assessments are used, you will be provided with further instructions.
