Duties at the Full Performance Level:
-Performs engineering analyses to include performing and coordinating technical planning activities; data collection (including validation and management); modeling and data analyses; analyses of site location and/or conditions; risk estimation and analyses; or analyses of instrumentation data.
-Develops, utilizes, and maintains various models to conduct and simulate engineering analysis.
-Applies the science of hydrology including analyzing and calculating flow characteristics; designing drainage structures (e.g., bridges and canals); and evaluating facility or waterway capacities and operations (e.g., reservoirs, canals, pipelines, pumping plants).
-Plans, performs, coordinates, and directs comprehensive hydrologic civil engineering studies of regulated and unregulated river systems and infrastructure in accordance with applicable authorizations, policy, and regulatory requirements.
-Develops, monitors, and manages project plans that outline the scope, schedule, and budget of assigned projects.
-Develops, modifies, and utilizes relational databases to maintain engineering data for conducting operational and planning analyses.
-Participates on and/or leads technical work groups or teams. May collaborate on teams external to the organization, including external stakeholders and partners.
-Prepares, or oversees the preparation of, and reviews technical documentation such as technical memorandums and reports.

Qualifications

Basic Education Requirements: To be eligible for consideration, you must first meet the Basic Education Requirement for this position, listed below:
A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one or more program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus AND courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR
B. Combination of education AND experience: - college level education, training AND/OR technical experience that furnished: (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, AND (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:- Professional registration or licensure -- current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico;- Written test -- evidence of having successfully passed the Fundamentals of Engineering (FE) exam or the written test required for professional registration;- Specified academic courses -- successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements. The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum as described in paragraph A; or- Related curriculum -- successful completion of curriculum leading to a bachelor's degree in an appropriate scientific field, e.g. engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

Specialized Experience Requirements: In addition to the basic education requirement, in order to be rated as qualified for this position, the HR Office must be able to determine that the applicant meets the specialized experience requirement - this information must be clearly supported in the resume.
To Qualify at the GS-11 grade level: You must possess one year of full-time specialized experience equivalent in difficulty and complexity to at least the GS-09 level in federal service having demonstrated experience (experience obtained in either the public or private sectors).
GS-11 Specialized Experience: Specialized experience is defined as professional experience with modeling/analyzing hydrologic or water resource systems, experience analyzing data and producing summary reports, or experience modeling river and reservoir systems. Additionally, applicants must have experience participating in technical studies related to hydrologic/water resource/engineering studies. OR
Education: You could otherwise qualify on the basis of Education having successfully completed three (3) years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. OR
Combination of Education AND Experience: You may meet the minimum qualifications requirement for this position with an equivalent combination of specialized experience and appropriate graduate education. Graduate level education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position.

To Qualify at the GS-12 grade level: You must possess one year of full-time specialized experience equivalent in difficulty and complexity to at least the GS-11 level in federal service having demonstrated experience (experience obtained in either the public or private sectors).
GS-12 Specialized Experience: Specialized experience is defined as professional experience with modeling/analyzing hydrologic or water resource systems, experience analyzing data and providing recommendations to management based on results, or experience developing models for river and reservoir systems. Additionally, applicants must have experience managing or leading technical studies related to hydrologic/water resource/engineering problems or experience using modeling to inform management on decisions related to water resources planning or operations.

Education

This position has a mandatory education requirement. Applicants must submit a copy of college transcript(s) (unofficial copy is acceptable) to support claimed education. Transcripts must include the name of the college or university and date the degree was conferred. Non-submission will result in being rated not-qualified for the position.

You will be required to provide official college transcripts to verify educational qualifications, if selected. An official transcript must be sent directly from the University's Registrar's office and must be provided from the institution awarding the degree. Accreditation: Only education from an accredited college or university recognized by the Department of Education is acceptable to meet education requirements or to substitute for experience, if applicable. Category rating and selection procedures will be used to evaluate applications from this announcement.
