Summary

As an Economist you will be responsible for the duties:

  • Perform innovative and advanced economic analyses and conceptual development of evaluation frameworks and methodologies for a wide range of government regulations including but not limited to the Federal Acquisition Regulations (FAR), the GSA Acquisition Regulations (GSAR), the Federal Management Regulations (FMR), and the Federal Travel Regulations (FTR).
  • Draft Regulatory Impact Analyses (RIAs) required by relevant laws, as well as other reports and documents, pursuant to Executive Orders (E.O.s) 12866 (Regulatory Planning and Review) and 13563 (Improving Regulations and Regulatory Review), OMB Circular A-4, the Regulatory Flexibility Act (RFA), the Paperwork Reduction Act (PRA), the Unfunded Mandates Act (UMRA), the Congressional Review Act (CRA), and other similar applicable statues.
  • Undertake studies, as directed by the Supervisor, and participates in teams that engage in the economic analysis of major policy issues.
  • May lead and/or contribute to the conceptual and development of economic evaluation frameworks for economic, environmental and social benefit-cost and impact analyses and serve as a consultant and advisor to OGP and other groups as a subject matter expert.
  • Support other OGP office in analyzing, drafting or reviewing various Executive and Congressional reporting requirements or external documents assigned to OGP. Conduct economic analysis on large datasets from government and non-government sources to provide insight into regulatory impacts and for use in regulatory and other products.
  • Provide interface in assisting with the economic evaluation of projects, makes presentations at conferences, participates as instructor in training, assists and coordinates with other federal agencies; and serves on special projects to develop methods and procedures for economic evaluation of planned or proposed regulatory actions or GSA projects.
  • Communicate economic analysis of federal polices and regulations within OGP and other senior leadership as well as staff and leadership in other GSA offices, federal agencies, the EOP, and Congress.

The GS-13 salary range starts at $103,409 per year. The salary shown in this announcement includes Locality Pay and will be determined once the selectee's duty location has been established.

Applicants applying for the GS-13 grade level must meet the following requirements:

This position has a positive education requirement: Applicants must submit a copy of their college or university transcript(s) and certificates by the closing date of announcements to verify qualifications. If selected, an official transcript will be required prior to appointment.  

BASIC EDUCATION REQUIREMENT: Applicants must meet A or B below to satisfy the basic education requirement for Economist. 

A. Degree: economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.

OR

B. Combination of education and experience: courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education.

SPECIALIZED EXPERIENCE: In addition to the Basic Requirements above, all candidates must possess one year of specialized experience equivalent to the GS-13 in the federal service. Specialized experience is defined as experience applying analytical techniques such as designing, developing, and adapting mathematical, statistical, econometric and other scientific methods and techniques to provide evidence in answering economic research questions of interest.  Duties may include analyzing mathematical/statistical results and preparing and writing reports based on findings; planning and conducting economic research and studies relating to cross-cutting policy issues and activities within an enterprise-wide policy organization.

  1. Knowledge of economics such as research of economic phenomena, analysis of economic data, development of economic, mathematical, models, preparation of interpretative reports, etc.
  2. Ability to identify the business problem(s), in consultation with stakeholders, and to formulate a business question, or series of business questions, addressing the [those] problems.
  3. Ability to develop a research or analysis plan containing a sound methodology guided by the scientific method and leading economic research.
  4. Ability to make decisions or recommendations significantly changing, interpreting, or developing important public policies or programs.
  5. Ability to research the agency’s program and needs; to take complete responsibility for formulating and carrying through research plans; to assume full technical responsibility for the interpretation and application of findings; and to develop and present budget recommendations to support these plans.   
  6. Skills to apply a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness.
  7. Skill in oral and written communications to present sensitive recommendations to higher authority, to obtain compliance with policies from activities nationwide, to articulate positions/policy of technical complexity.
