This announcement will be used to fill GS-1805 Investigative Analyst (Criminal Analyst) positions within the Department of Homeland Security, U.S. Immigration and Customs Enforcement, Homeland Security Investigations, Office of Intelligence. This announcement will not be used to reassign or promote current employees to a different geographical location.

As an Investigative Analyst (Criminal Analyst), at the full performance level (GS-13), you will perform the following duties:

  • Support law enforcement operations and contribute to strategies to protect the homeland from criminals;
  • Analyze and report on criminals, criminal conspiracies, and criminal networks;
  • Apply all-source research, collections, and analysis to advance complex criminal investigations by illuminating criminal networks;
  • Collaborate with fellow criminal analysts, criminal investigators, and inter-agency partners to disrupt and dismantle criminal networks;
  • Mentor lower-grade criminal analysts on critical research, collections, and analytical processes and procedures; and
  • Teach and enhance the Framework for Criminal Analysis.

  • Probationary Period: This is a full-time permanent position (Career/Career-Conditional appointment). Upon appointment to this position, you may be required to serve a one-year probationary period.
  • Overtime work may be required to meet mission objectives.
  • Must be able to obtain and maintain a Top Secret/Secret clearance.
  • Mobility - May be subject to reassignment geographically or organizationally.

You qualify for the GS-09 grade level if you possess one of the following:

Experience: One (1) year of specialized experience at the GS-07 grade level or equivalent performing duties such as:

  • Researching, compiling, excerpting and summarizing information and data, and drafting reports of analysis under the guidance and instruction of a higher-grade Investigative Analyst (Criminal Analyst) or equivalent;
  • Learning to research and draft graphics, charts, tables, matrices, maps, infographics and other illustrative devices;
  • Developing and applying knowledge of a broad variety of instructional materials, guides, and manuals to support collection and analysis of criminal intelligence information; and
  • Developing proficiency with law enforcement indices and/or internet-based open source, deep web, social media, and darknet sources of publicly available information.
OR

Education: A master's or equivalent graduate degree, two full years of progressively higher level graduate education leading to such a degree, a L.L.B/J.D., if related. Graduate level education must have been from an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to do the work.

OR

Combination of Education and Experience: A combination of successfully completed post-high school education and experience. This will be calculated using your resume and unofficial transcripts or a list of courses/course hours submitted with your application. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours satisfies the 1 year of full-time study requirement.

You qualify for the GS-11 grade level if you possess one of the following:

Experience: One (1) year of specialized experience at the GS-09 grade level or equivalent performing duties such as:
  • Researching, compiling, excerpting and summarizing information and data, and drafting reports of analysis with limited guidance from a higher-grade Investigative Analyst (Criminal Analyst) or equivalent
  • Researching and drafting graphics, charts, tables, matrices, maps, infographics, and other illustrative devices to clearly present information, analysis, and knowledge;
  • Reviewing, evaluating, and contributing to the development of a broad variety of instructional materials, guides, and manuals to support the collection and analysis of criminal intelligence information under the guidance of a higher-grade Investigative Analyst (Criminal Analyst) or equivalent;
  • Demonstrating an intermediate level of proficiency with law enforcement indices and/or internet-based open source, deep web, social media, and darknet sources of publicly available information; and
  • Learning and applying standardized criminal analysis tradecraft including Framework products, methodologies, and structured analytical techniques.
OR

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree orLL.M., if related. Graduate level education must have been from an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to do the work.

OR

Combination of Education and Experience: A combination of successfully completed graduate level education and experience. This will be calculated using your resume and unofficial transcripts or a list of courses/course hours submitted with your application. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours satisfies the 1 year of full-time study requirement.

You qualify for the GS-12 grade level if you possess the following:

Experience: One (1) year of specialized experience at the GS-11 grade level or equivalent performing duties such as:
  • Selecting, compiling, summarizing and integrating excerpts, and briefing a variety of HSI Framework for Criminal Analysis intelligence products with little to no guidance from a higher-grade Investigative Analyst (Criminal Analyst) or equivalent;
  • Researching and preparing graphics, charts, tables, matrices, maps, infographics, and other illustrative devices to effectively, informatively, and concisely present information, analysis, and knowledge;
  • Independently reviewing, evaluating, and contributing to the development of a broad variety of instructional materials and technical reports to support the collection and analysis of criminal intelligence information;
  • Demonstrating an advanced level of proficiency with law enforcement indices and/or internet-based open source, deep web, social media, and darknet sources of publicly available information; and
  • Applying and developing HSI standardized criminal analysis tradecraft including Framework products, methodologies, and structured analytical techniques.
