Summary

This position is located at Bureau of Engraving and Printing, within the Office of Human Resources. Duties

Help

As the Human Resources Officer - Office of Human Resources Associate Director (Management), you will:

  • Exercise full administrative authority for employees assigned to the Office, including subordinate supervisors, in accomplishing objectives and fulfilling program demands.
  • Serve as advisor to Senior executives, managers and supervisors, and provide guidance and assistance to supervisors and employees on all areas of human resources management regulations, policies and laws.
  • Direct a program and staff concerned with providing advice and guidance, and administering the following human resources functions: development of personnel policies applicable Bureau-wide; labor relations and negotiations for Bureau-wide coverage and local issues; employee relations to include performance and awards management; discipline; employee training and development; staffing services to include, recruitment and outreach, OPM certification requests, merit promotion, special hiring authorities; pay-setting and administration; position management and classification services; benefits and services (health insurance, life insurance, retirement, incentive awards, external awards, etc.); HRIS ; SES program management; and special projects, serving as OHR coordinator for all functional areas on special, complex assignments and projects.
  • Participate in operational planning with top level management to determine the effect of proposed changes to the human resources management programs.
  • Analyze and evaluate workforce plans, employment trends, budget development and implementation, complex-wide studies and human capital management assessment tools and programs.

Qualifications

You must meet the following requirements by the closing date of this announcement.

Specialized experience for the GS-15 is one year (52 weeks) of experience at the GS-14 level or equivalent, that is directly related to the position as listed in this announcement and which has equipped the candidate with the knowledge, skills, and abilities to successfully perform the duties of the position.

Specialized experience is defined as:


- Executive direction over day-to-day operations of an organization's Strategic Planning and Employee and Labor Relations; AND
- Experience in at least 2 of the following 6 areas of Human Resources Management.

  • Performance Management and Awards;
  • Human Capital Training and Development;
  • Position Management and Organizational Design;
  • Staffing
  • Classification
  • Executive Staffing, Development and Performance Management

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-15, you must have been at the GS-14 level for 52 weeks.

CONDITIONS OF EMPLOYMENT:
  • The facility typically shuts down annually between Christmas and New Year's Day. As such, all BEP employees must take leave for workdays during the shutdown period.
  • A one-year probationary period may be required.
  • A one-year supervisory or managerial probationary period may be required.
  • Must successfully complete a background investigation.
  • Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
  • This position requires that the successful candidate undergo personnel vetting, which includes a background investigation and enrollment upon onboarding into "Continuous Vetting." Enrollment in Continuous Vetting will result in automated record checks being conducted throughout one's employment with Treasury. The successful candidate will also be enrolled into FBI's Rap Back service, which will allow Treasury to receive notification from the FBI of criminal matters (e.g., arrests, charges, convictions) involving enrolled individuals in near real-time.
