Help

As an IT Cybersecurity Specialist (Software Development) - Open to all U.S. Citizens, you will:

  • Evaluate and recommend the choice of software development platform and architecture design as well as the hardware requirements for the development, testing, quality assurance, and production environments.
  • Conduct research and studies in the areas of current and emerging computer technology for the purpose of integrating appropriate new technological advances into the NCUA information technology Infrastructure; prepares and presents recommendations to colleagues and senior leadership on which new developments merit adoptions by the Agency.
  • Conduct code review and diagnoses technical issues reported. Serve as a member of a team of programmers responsible for developing, implementing, and maintaining web-based applications; Modifies existing applications when required and resolves help desk reported issues as needed.
  • Design and implement SharePoint applications using knowledge of newer versions of SharePoint, enterprise collaboration, portal, out-of-the-box web parts, dashboard capabilities, workflows, and custom technologies.
  • Design and develop database tables, stored procedures, and other routine database-related programming work.
  • Translate system requirements into application prototypes; Translate technical specifications into programming specifications.
  • Provide input for the configuration of the applications and servers on which application programs run to ensure the rigorous application of information security/information assurance policies and principles. Participate in the validation and testing of new software releases.
  • Conduct daily hands-on programming work using C#, ASP.NET, SQL Server, Microsoft .NET Framework and Object-Oriented programming, and identifies potential flaws in codes to mitigate vulnerabilities.
  • Establish and documents secure software development guidelines, and secure coding standards
  • Develop secure code and error handling, compiles debugs, tests, deploys, documents, and implements programs for new and existing systems using development, security, and operations practices
  • Apply cybersecurity functions (e.g., encryption, access control, and identity management) to reduce exploitation opportunities.

Qualifications

Applicants must possess IT related experience demonstrating EACH of the four IT Specialist competencies AND one year of specialized experience as described below:

  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; and is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
In addition to the above experience, to qualify for the CU-14 level, you must have one full year of experience equivalent to the CU/GS-13 level in federal service (obtained in either the public or private sectors). This experience must include all of the following: You must meet the qualifications for this position by the closing date of this announcement.

Specialized experience is defined as experience performing all of the below tasks:
  1. Serving as a solution/software architect using one of the following programming languages: C#, .NET, ASP.NET to build and maintain web-based solutions following DevOps practices.
  2. Migrating on-premises systems to a cloud environment (e.g. Amazon Web Services (AWS), Azure). AND
  3. Implementing security requirements, including secure coding practices, authentication mechanisms such as multi-factor authentication (MFA), data privacy protection, security monitoring, compliance with industry standards, and collaboration with cyber security teams.

Ideal Candidate Statement
The ideal candidate is a self-motivated solution/software architect with several years of professional experience in software analysis, design and development using C#, .NET, ASP.NET, and RESTful web services to build and maintain web-based solutions following DevSecOps practices. Has led migration of applications and workloads from on-premise to Microsoft Azure cloud. Is well-versed in preparing and briefing to the senior management, colleagues, and customers on proposed IT technical solutions. Additionally, they should possess expertise in cybersecurity related requirements, including implementing secure coding practices, authentication mechanisms like multi-factor authentication (MFA), data privacy protections, security monitoring, compliance with industry standards, and collaboration with cybersecurity teams.

Pay will be set within the advertised pay range to align with the selectee's skills and experience and the requirements of the position.

SALARY: Pay will be set using NCUA's Compensation policy. The salary range shown is NCUA's Local Pay Rate (LPR) which includes a locality rate of 50.87% for the Alexandria, Virginia geographical area.
