Duties

Help
  • Apply knowledge, skills, tools, and techniques to financial management and capital planning and Investment Control.
  • Supports strategic and tactical planning that helps develop and execute IT budgets in meeting commitments under the Federal IT Acquisition Reform Act (FITARA).
  • In accordance with policies and goals of FITARA, facilitates development, updating and management of IT and related resources Capital Planning and Investment Control (CPIC) spend plan and associated acquisition plan.
  • Implements and possesses knowledge of Federal legislations and policies for information Resources management.
  • Apply knowledge of analytical skills to provide management analysis, assessment, and evaluations of the Bureau’s progress in meeting Portfolio and project management requirements.

Qualifications

In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. No assumptions will be made about your experience.

You must possess one (1) full year of specialized experience at or equivalent to the GS-12 level that is equivalent in difficulty and complexity. Specialized experience is defined as managing the IT Capital Planning and Investment Control (CPIC) process required for information technology investments. Developing, monitoring, implementing, and evaluating current or projected complex IT programs, designing, conducting, and preparing evaluative reports on new and existing initiatives and to recommend effective operations consistent with overall IT portfolio and program objectives. Conduct studies designed to identify potential improvements in the way information technology is applied to key business functions; and accurately represent customer requirements and develop requirements analyses and studies. Applying federal legislation and policies for information resources management, such as the Federal IT Acquisition Reform Act (FITARA), E-Government, and performance management regulations and policies, such as OMB Circulars A-130 and A-11, and the Clinger-Cohen Act of 1996 (CCA), also known as the Information Technology Reform Act (ITMRA) and the Government Performance and Results Acts (GPRA).

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. Capital Planning and Investment Assessment - Knowledge of the principles and methods of capital investment analysis or business case analysis, including return on investment analysis.

Financial Management - Prepares, justifies, and/or administers the budget for program area; plans, administers, and monitors expenditures to ensure cost-effective support of programs and policies.

Organizational Awareness - Knows how social, political, organizational, and technological systems work and operates effectively within them. This includes the policies, procedures, rules and regulations of the work unit or organization.

In order to be considered for this position, you must complete all required steps in the process. These assessments measure the critical competencies listed above that are required to successfully perform the job.

In the evaluation process, due weight will be given to job related experience, education, training, incentive awards and performance appraisals.
