Summary

This position is located in the Loan Servicing Branch, Loan Servicing and Property Management Division. The incumbent serves as a senior specialist and is recognized as a national expert on debt collection and resolution activities (7-FLP and 5-FLP).

This is a Remote Position. Final Salary will be determined based on the Duty Location you are selected for.

Duties

Help
  • Prepares and presents training courses for field employees on a variety of technical subjects related to administering the loan servicing..
  • Serves as a focal point for a variety of assignments involving interagency and interprogram liaison.
  • Develops responses to State office inquiries and correspondence related to loan servicing programs.
  • Develops and recommends new or substantially modified nationwide plans, policies and procedures for administering the loan servicing programs.
  • Participates, as directed, in the Agency's internal review processes, including participation in National Office file reviews and field visits.
  • Reviews and evaluates farm loan programs to ensure that they are being effectively carried out and are consistent with statutes, regulations, policies and program objectives as well as agricultural management methods and techniques.
  • Develops regulations and other issuances to deal with broad program issues and to improve operational efficiency and the quality of program services.
  • Reviews, analyzes and responds to loan servicing cases which present complex problems or exceed the delegated authority of the field.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement 09/23/2024 including time-in-grade restrictions, specialized experience and/or education, as defined below.

Time in grade: Applicants must have one year of specialized experience at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-12 grade level for consideration for the GS-13 grade level). You must include an SF-50 (you may need to submit more than one) that supports meeting this requirement with your application package

Specialized Experience: To qualify for the GS-13 grade level, you must possess at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service, or comparable experience not gained through federal service. For this position, specialized experience is defined as:

  • Reviewing and passing upon applications for a wide and complex variety of agricultural operations or enterprises (i.e., single owner, partnerships, and corporations, etc.);
  • Servicing an agricultural loan portfolio of a bank or other loan association; or similar work;
  • Experience that demonstrates broad and seasoned judgment in providing financial management guidance to agricultural borrowers;
  • Ascertaining and analyzing the many and often obscure facts regarding the borrowers financial capacity, and evaluating the general economic and financial conditions that affect the organization/governments risk in granting, guaranteeing, or insuring the loan.
  • Experience that demonstrates a comprehensive knowledge and understanding of the technicalities of farm financing and credit; farm operations, land use and value; production of various crops and livestock, and prices and markets in the farming area where loans are made and serviced.
