Duties

Help
  • Serves as a program expert and project manager, providing program expertise, management, and direction for cross cutting activities to ensure the effectiveness and efficiency of operations under the authority of the Deputy Commissioner, nationwide.
  • Provides technical advice and assistance to the Deputy Commissioner, Assistant Deputy Commissioner, ACs, Regional Commissioners and other DCO managers in planning, formulating, and implementing administrative management policies.

  • [cont.] to ensure the overall effectiveness and efficiency of the regional offices, field offices, program service centers, teleservice centers and headquarters staff.
  • Conducts special studies and projects, either upon specific assignment or upon own initiative, within Operations area.
  • These special studies and projects may involve review, evaluation, and recommendations for improvement in existing organization, policies, issues, and practices.
  • Prepares or coordinates confidential reports, briefing materials, or background information for the Deputy Commissioner.
  • Assists the Deputy Commissioner in handling difficult program issues by providing advice and guidance on the resolution of complex, sensitive problems. Develops and presents independent analyses of controversial matters.
  • Attends executive meetings and discusses activities/achievements within Operations and represents DCO on various interagency and administration wide committees, task forces, work groups, to resolve problems or plan activities.
  • Reviews and analyzes high priority and/or sensitive correspondence received in the Deputy Commissioner's office, forwarding copies to individual components as necessary.
  • Summarizes lengthy correspondence and briefs the Deputy Commissioner on items forwarded, following up to see that necessary action is taken.
  • Reviews completed assignments for soundness of recommendations and conformance with DCO and SSA policy.
  • Develops solutions to problems disclosed during the conduct of studies and provides consultation and advice to staff on how to overcome these problems.
  • Provides technical direction to component central offices, staffs, and regional offices with emphasis by interpreting DCO philosophy and objectives, major policy decisions, problems and trends, and conformance of activities to DCO/SSA objectives.
  • Coordinates planning activities within DCO and develops, coordinates and tracks DCO operational planning goals and objectives.

Qualifications

Applicants must have 52 weeks of specialized experience at the GS-13 level, or equivalent, which is in or related to the work of the position to be filled and has equipped applicants with the particular knowledge, skills, and abilities to successfully perform the duties of the position. The specialized experience required is:

  • Experience carrying-out management planning and analysis activities (e.g., developing high-level project milestones, producing communication plans, conducting workload analysis, coordinating work assignments); AND
  • Experience reviewing or drafting a variety of executive-level correspondences, such as reports, briefing materials, and talking points; AND
  • Experience briefing or advising executives or management.

NONCOMPETITIVE CONSIDERATION DUE TO SPECIAL HIRING AUTHORITY

This is a non-bargaining unit position to be filled under the provisions of the Management Officials Promotion Plan. The best-qualified list for this vacancy may be used to fill the same or similar positions in a component(s) under the same Deputy Commissioner. Additional selections may be made within 6 months of the date the best qualified list is issued.

LOCALITY PAY: Salary will be set in accordance with locality pay provisions. Candidates currently receiving a higher locality pay than the office applied for are advised that should they be selected, they will lose entitlement to the higher locality pay.

OTHER NOTES:
This position is temporary not-to-exceed one year. Temporary promotions or reassignments may be extended or become permanent.

This position is eligible for telework in accordance with agency policy.

Out-stationing may be available for eligible employees. Out-stationing may be available to eligible employees' homes. Eligibility exceptions may be applied.

Travel expenses for temporary assignments will be paid as appropriate according to applicable travel rules and/or regulations.

This is a moderate risk public trust position. The selected employee will be required to complete a Standard Form 85P, Questionnaire for Public Trust Positions, in order to have the appropriate investigation conducted, unless the employee has been previously certified eligible to occupy a position at this level.
